Preparation Work for Community Reintegration for Rehabilitated Drug Users: Regulatory Provisions
Provisions on Preparing for Community Reentry for Drug Rehabilitation Individuals
Based on Article 26 of Decree 116/2021/ND-CP, the regulations on preparing for community reentry for drug rehabilitation individuals are as follows:
Evaluating the implementation results of the drug rehabilitation plan based on set objectives; assessing the physical and mental health status of the drug rehabilitation individual;
Determining the residence of the drug rehabilitation individual to prepare for post-rehabilitation management measures; advising on relapse prevention measures for the drug rehabilitation individual; providing skills to refuse drug use when reentering the community.
Providing information about post-rehabilitation management measures within the community and state support policies for drug rehabilitation individuals; introducing, providing information, and contact details for social work services and peer support groups in the locality for drug rehabilitation individuals.
Disseminating policies, laws, information about socio-economic conditions, the labor market; advising, educating on life skills, providing psychological assistance, and supporting legal procedures to equip necessary knowledge and enhance the drug rehabilitation individual's ability to resolve personal difficulties and obstacles.
Guiding the drug rehabilitation individual to develop a community reentry plan according to Form No. 21 of Annex II of this Decree. The plan should determine the drug rehabilitation individual’s objectives, aspirations, actual circumstances, support from available resources, personal capabilities, and choose a job suitable for their health and labor skills.
Implementing Therapeutic Labor and Vocational Training for Drug Rehabilitation Individuals
Based on Article 25 of the mentioned Decree, the regulations on therapeutic labor and vocational training are as follows:
Organizing therapeutic labor activities to help drug rehabilitation individuals improve their physical and mental health, enhance organizational and disciplinary awareness in labor, foster self-reliance, and recognize the value of labor.
Based on the quantity, health, age, gender, educational level, duration, and aspirations of the drug rehabilitation individuals, organize career orientation and vocational training activities suitable to the actual conditions at the facility in accordance with the Law on Vocational Education.
