Is There a Fine for Letting Pets Defecate in the Park?
Based on Article 7 of Decree 167/2013/ND-CP which stipulates penalties for violations of regulations on maintaining public hygiene as follows:
- A warning or a fine ranging from VND 100,000 to VND 300,000 shall be imposed for one of the following acts:
+ Failing to adhere to regulations on trash sweeping and clearing drainage in and around residential houses, agencies, enterprises, barracks, causing general unhygienic conditions;
+ Pouring water or allowing water to flow into collectives, roadways, sidewalks, train stations, bus stations, on public transportation vehicles or other places, causing general unhygienic conditions;
+ Urinating and defecating on streets, common pathways in public and residential areas;
+ Allowing livestock, poultry, or pets to defecate in public places;
+ Collecting and transporting trash, waste using rudimentary transport vehicles in cities or district-level towns causing spills or failing to ensure sanitary conditions;
+ Raising livestock, poultry, animals in ways that cause general unhygienic conditions in residential areas.

- Remedial measures:
+ Compelled to take measures to rectify environmental pollution for acts stipulated in Points b, c, d, dd, e of Clause 1 and Points b, d of Clause 2 of this Article;
+ Compelled to restore the original state for acts stipulated in Points a, c of Clause 2 of this Article.
Hence, under the current regulations, allowing pets to defecate in public places will result in a fine from VND 100,000 to VND 300,000 and the violator must take remedial measures.
