1. How to build a plan to implement the Subproject on Communication about Multidimensional Poverty in Sustainable Poverty Reduction 2021-2025 in Vietnam?

According to Article 17 of Circular 06/2022/TT-BTTTT (effective from August 14, 2022), the following regulations apply to building a plan to implement the Subproject on Communication about Multidimensional Poverty:

1. The Ministry of Labor, Invalids and Social Affairs (MoLISA) shall coordinate with the Ministry of Information and Communications (MIC) to guide the formulation of plans and orientations for information and communication activities on multidimensional poverty in line with the requirements and tasks for both the whole period and each year.

2. The People's Committees of provinces shall direct the Departments of Labor, Invalids and Social Affairs (DoLISA) to coordinate with the Departments of Information and Communications to advise on the formulation of plans for information and communication activities on multidimensional poverty in the locality; inspect, monitor, evaluate, and summarize and report the results of implementation in accordance with regulations.

3. Central agencies shall, based on their functions and tasks, formulate plans for information and communication activities on multidimensional poverty, report to their management agencies to register the implementation plans with MoLISA; Local authorities, according to the management delegation, shall organize the formulation of plans and implementation of tasks, ensuring the requirements for information content, appropriate and effective forms, and reporting the results to the Subproject's lead agency in accordance with regulations.

2. How to mobilize and manage resources to implement the Project on Communication and Sustainable Poverty Reduction 2021-2025 in Vietnam?

According to Article 18 of Circular 06/2022/TT-BTTTT (effective from August 14, 2022), the following regulations apply to mobilizing and managing resources to implement the Project:

1. Central ministries, agencies, media agencies, publishing houses, and other agencies and units participating in the implementation of the Project shall be responsible for allocating additional funds, integrating the implementation of the Project with other activities to implement the contents of the Project in accordance with the guidance of the Ministry of Finance and relevant legal regulations.

2. Localities shall be responsible for allocating counterpart funds to implement the contents of the Project in accordance with the provisions of Decision No. 02/2022/QĐ-TTg dated January 18, 2022 of the Prime Minister and the content of the approval of the Project on Communication and Poverty Reduction in Information at Decision No. 90/QĐ-TTg dated January 18, 2022 of the Prime Minister.

3. The management, use of funds to implement the Project shall be carried out in accordance with the guidance of the Ministry of Finance and relevant legal regulations.

4. Postal, telecommunications enterprises and other organizations participating in the implementation of the Project integrate the implementation of the Project with the activities of the agencies and organizations and provide services ensuring quality as prescribed.

3. How to monitor the implementation of the Project on Communication and Sustainable Poverty Reduction 2021-2025 in Vietnam?

According to Article 19 of Circular 06/2022/TT-BTTTT (effective from August 14, 2022), the following regulations apply to monitoring the implementation of the Project:

1. The monitoring report of the Project shall be carried out in accordance with the guidance of the MoLISA in Circular No. 10/2022/TT-BLĐTBXH dated May 31, 2022 guiding the monitoring and evaluation of the implementation of the National Target Program on Sustainable Poverty Reduction for the period 2021-2025.

2. The agencies and units directly implementing the Project shall be responsible for reporting periodically every year, mid-term, and ad hoc in accordance with the provisions of the above Circular and the guidance documents of the Ministry of Information and Communications.

3. The Ministry of Information and Communications shall summarize and report to the program's main agency and relevant agencies on the implementation of the Project in accordance with regulations.
