Guidelines for Implementing Voluntary Drug Rehabilitation at Home and in the Community

How is the voluntary drug rehabilitation at home and in the community guided for implementation? How is the management of individuals undergoing voluntary drug rehabilitation who change their residence regulated?

Guidelines for Voluntary Drug Rehabilitation at Home, Community Implemented

Pursuant to Clause 1, Article 32 of Decree 116/2021/ND-CP on guidelines for implementing voluntary drug rehabilitation at the home and community level, as follows:

  1. Guidelines for implementing voluntary drug rehabilitation at the home and community level:

a) Propagate and disseminate to the public about policies and laws on drug prevention, and drug rehabilitation; subjects, order, and procedures for registering voluntary drug rehabilitation at home and in the community;

b) Review and compile statistics on drug addicts to develop a plan for managing voluntary drug rehabilitation; mobilize the Fatherland Front and its member organizations, volunteer social work teams, and individual volunteers in the locality to participate in the management and support of voluntary rehabilitation individuals;

c) Make a list of voluntary rehabilitation individuals; assign officials to manage, monitor, and evaluate the results of voluntary rehabilitation at home and in the community;

d) Publicly list at the rehabilitation registration points the list of organizations and individuals qualified to provide voluntary drug rehabilitation services at home, in the community, and at voluntary drug rehabilitation facilities. Require service providers to publicly and transparently list details about their services: types of services, service implementation processes, and service fees;

e) Facilitate the participation of voluntary drug rehabilitants in activities of local unions and social organizations; prioritize activities that create jobs and livelihoods for voluntary drug rehabilitants at home and in the community.

Management of Individuals Undergoing Voluntary Drug Rehabilitation When Changing Residence

Pursuant to Clause 3, Article 32 of the above Decree on the management of individuals undergoing voluntary drug rehabilitation at home and in the community when changing residence as follows:

  1. Management of individuals undergoing voluntary drug rehabilitation at home and in the community when changing residence:

a) Individuals undergoing voluntary drug rehabilitation at home and in the community must notify the Chairman of the commune-level People's Committee where the voluntary drug rehabilitation decision was made when they change their residence;

b) The Chairman of the commune-level People's Committee where the rehabilitant is moving from shall transfer the file of the voluntary rehabilitant to the Chairman of the commune-level People's Committee where the rehabilitant is moving to continue managing and supporting.

The file includes: a written request for continued management and support for the person undergoing voluntary drug rehabilitation at home and in the community according to Form No. 25, Appendix II of this Decree; a decision on voluntary rehabilitation.

c) The commune-level police are responsible for assisting the Chairman of the commune-level People's Committee in implementing points a and b of Clause 2 of this Article.
