Based on Clauses 1, 2, 3 of Article 34 of Decree 116/2021/ND-CP regulating the funding to ensure the organization of voluntary drug rehabilitation at home, in the community as follows:
Based on the number of voluntary rehabilitants, the Chairman of the Commune People's Committee assigns at least one person to perform the duties of psychological and social counseling, management, and support for the voluntary rehabilitation subjects at home, in the community.
The funding for investment, renovation, upgrading of facilities, purchasing equipment for voluntary rehabilitation registration points under the Commune People's Committee, public service providers offering drug rehabilitation services at home, in the community is implemented in accordance with the law on public investment, state budget, management, and use of public assets, and current regulations on financial autonomy mechanism for public service providers.
Funding for the preparation and approval of voluntary rehabilitation registration records; support for individuals assigned with psychological and social counseling duties, individuals assigned to manage and support rehabilitation subjects at home, in the community, and other expenses serving the organization of voluntary drug rehabilitation at home, in the community is ensured by the state budget as per the decentralization of the Law on State Budget.
Support Regime in Voluntary Rehabilitation
Based on Clause 4 of Article 34 of the aforementioned Decree regulating the support policies in voluntary rehabilitation as follows:
- Support Regime:
a) Individuals assigned with psychological and social counseling duties, management, and support for voluntary rehabilitation subjects at home, in the community, and subjects managed post-rehabilitation at the commune level are entitled to a monthly allowance. The maximum allowance is 0.6 (zero point six) times the statutory pay rate in effect;
b) Individuals undergoing voluntary drug rehabilitation at home, in the community who complete at least 03 stages as stipulated in Articles 22, 23, and 24 of this Decree are supported by the state with a one-time rehabilitation fee, the minimum amount being equivalent to the statutory pay rate in effect.
