Can the District Police Issue Penalties for Fire Prevention and Fighting?

For People's Police soldiers performing their duties, the authority is regulated in Clause 1, Article 66 of Decree 167/2013/ND-CP as follows:
- Impose a warning;
- Impose fines up to 300,000 VND for administrative violations in the field of domestic violence prevention and control; up to 400,000 VND for administrative violations in the field of security, order, social safety and the field of prevention and combat against social evils; up to 500,000 VND for administrative violations in the field of fire prevention and fighting.
In cases concerning the head of the district-level police, the authority is regulated in Clause 4, Article 66 of Decree 167/2013/ND-CP as follows:
- Impose a warning;
- Impose fines up to 6,000,000 VND for administrative violations in the field of domestic violence prevention and control; up to 8,000,000 VND for administrative violations in the field of security, order, social safety and the field of prevention and combat against social evils; up to 10,000,000 VND for administrative violations in the field of fire prevention and fighting;
- Revoke, temporarily, operating licenses or professional certificates or suspend activities for a certain period;
- Confiscate evidence and means of administrative violations whose value does not exceed the fine amount specified in Point b of this Clause;
- Apply remedial measures prescribed in Points a, c, d, k Clause 1 Article 28 of the Law on Handling Administrative Violations and Points a, b, c, d, e Clause 3 Article 3 of this Decree.
Therefore, the district police have the authority to impose penalties for violations in the field of fire prevention and fighting within the scope as regulated above.
