Can Neighbors Be Fined for Singing Karaoke at Night?
Pursuant to Clause 1, Article 6 of Decree 167/2013/ND-CP providing for penalties for violations of regulations on ensuring public quietness as follows:
"A warning or a fine ranging from 100,000 VND to 300,000 VND shall be imposed for one of the following acts:
- Making loud noises, creating a racket, causing disturbance in residential areas, public places between 10:00 PM of the previous day and 6:00 AM of the following day;
- Failing to comply with regulations on maintaining quietness at hospitals, sanatoriums, schools, or other places where quietness is required;
- Selling food, drinks, refreshments beyond the hours regulated by the People's Committee of provinces or centrally run cities."
Thus, according to the above regulations, if your neighbor sings karaoke and makes loud noises, causing disturbance in the residential area after 10:00 PM, they will be subject to a warning or a fine ranging from 100,000 VND to 300,000 VND.
In this case, it is necessary to determine whether your neighbor's karaoke singing that causes loud noises and disturbance occurs after 10:00 PM or not.
