Are the Elderly Eligible for Airline Ticket Discounts?
Do elderly people get airline ticket discounts? What is the fine for not prioritizing the sale of airline tickets to elderly people?

I heard that there is a policy for discounted airline tickets for elderly people, is that correct? My mother is 62 years old this year. At Article 5 of Decree 06/2011/ND-CP regulating public infrastructure and public transportation, it is stipulated as follows:
1. Elderly people are entitled to at least a fifteen percent (15%) discount on the fare and service charges when using passenger ships, passenger trains, and passenger airplanes.
Elderly people are entitled to at least a twenty percent (20%) discount on the fare and service charges for visiting cultural, historical sites, museums, and scenic spots; exercising at sports facilities that sell tickets or charge service fees.
To receive the discounted fare and service charges stipulated in Clause 1 and Clause 2 of this Article, the elderly must present their identification card or other lawful documents proving they are elderly.
Agencies, organizations, and individuals providing services have separate discounted tickets for the elderly.
Based on specific conditions, the Ministers of various Ministries, Heads of Central sectors and mass organizations; Chairpersons of People’s Committees of provinces and centrally-run cities (hereinafter collectively referred to as provincial-level People’s Committees) decide the fare and service charge discount rates under their management authority as stipulated in Clause 1 and Clause 2 of this Article.
According to Article 2 of the 2009 Law on Elderly People, the elderly are defined as follows:
The elderly stipulated in this Law are Vietnamese citizens aged 60 years or older.
Thus, your mother, who is 62 years old this year, is considered elderly. When you purchase an airplane ticket, your mother's ticket will be discounted by at least 15% if you present her identification card to prove she is elderly.
Penalty for not prioritizing elderly ticket sales
Based on Article 15 of Decree 130/2021/ND-CP regulating violations regarding participation in transportation for persons with disabilities and the elderly, it is stated as follows:
A fine ranging from 1,000,000 VND to 3,000,000 VND will be imposed for any of the following acts:
1. Failing to prioritize ticket sales for persons with disabilities or the elderly;
Individuals responsible according to legal regulations who do not assist or arrange convenient seating for persons with disabilities or the elderly;
Refusing to transport persons with disabilities or refusing to transport appropriate supportive means and equipment of persons with disabilities by public transportation.
Therefore, a fine ranging from 1,000,000 VND to 3,000,000 VND will be imposed for failing to prioritize airplane ticket sales for the elderly.
