What is the time limit for submission of customs documents in Vietnam?
Pursuant to Article 25 of the Customs Law 2014 stipulating the time limit for submission of customs documents in Vietnam:
Article 25. Time limit for submission of customs documents in Vietnam
1. The time limit for submitting customs declarations is stipulated as follows:
a) For export goods, submission is required after gathering the goods at the location notified by the customs declarant and no later than 4 hours before the transport vehicle exits; for export goods sent by express delivery service, no later than 2 hours before the transport vehicle exits;
b) For imported goods, submission is required before the goods arrive at the border gate or within 30 days from the date the goods arrive at the border gate;
c) The time limit for submitting customs declarations for transport vehicles shall follow the provisions of Clause 2, Article 69 of this Law.
2. The customs declaration is valid for customs procedures within 15 days from the date of registration.
3. The time limit for submitting related documents in the customs dossier is stipulated as follows:
a) In the case of electronic customs declaration, when the customs authority inspects the customs dossier, the actual goods, the customs declarant shall submit the paper documents in the customs dossier, except for documents that are already in the national single-window information system;
b) In the case of paper customs declaration, the customs declarant must submit or present related documents when registering the customs declaration.
According to the above regulations in Vietnam, the time limit for submission of customs documents is either before the goods arrive at the border gate or within 30 days from the date the goods arrive at the border gate.
What is the duration of storing backlog imported goods at ports and depots in customs areas in Vietnam?
Pursuant to Article 58 of the Customs Law 2014 stipulating customs inspection and supervision, handling of goods in stock in Vietnam:
Article 58. customs inspection and supervision, handling of goods in stock
1. Stagnant goods are stored in ports, depots in customs areas
a) Goods whose owners declare abandonment or perform actions indicating abandonment.
Acts of abandonment or actions indicating abandonment of goods showing signs of legal violations are not recognized;
b) Imported goods over 90 days from the date of arrival at the border gate but not received;
c) Goods collected by port, warehouse, yard businesses during the loading and unloading process;
d) Imported goods beyond the bill of lading, goods declaration but without receivers.
2. In cases where customs authorities have grounds to determine that goods defined in Clause 1 of this Article are smuggled goods, they shall be handled according to the provisions of the law.
3. For goods defined in points b, c, and d of Clause 1 of this Article without receivers, the customs authority shall publicly announce it on the mass media. Within 60 days from the date of announcement, if the owner receives the goods, customs procedures will be performed, and the owner will be sanctioned according to administrative violation handling laws; if no one receives the goods, handle it according to Clause 6 of this Article.
4. Goods defined in Clause 1 of this Article that are perishable, frozen, toxic chemicals, hazardous, or nearing expiration must be promptly handled according to this Law and other relevant legal regulations.
5. Port, warehouse, yard businesses are responsible for arranging port, warehouse, yard locations that meet customs supervision conditions for keeping backlog goods; cooperate in handling backlog goods as stipulated in Clause 6 of this Article.

According to the above regulations in Vietnam, imported goods left over 90 days from the date of arrival at the border gate without being received will be held at ports, warehouses, and yards within the customs operation areas.
