1. Retail electricity prices for household use apply to households that use electricity for household needs and have a direct purchase and sale contract with the electricity supplier. Each household using electricity in a month is applied a household electricity consumption rate.
2. The electricity buyer for household use has households using electricity using a shared meter (determined according to the household registration information at the electricity use location), applying the electricity selling price for the using households according to the principle that the general household consumption rate of the electricity buyer is equal to the rate of each level multiplied by the number of households using electricity using a shared meter.

4. The electricity buyer for the purpose of living for tenants to live is applied as follows:
a) At each address of the rental house, the electricity seller only signs one unique purchase and sale contract. The landlord is responsible for providing information about the residence at the place of electricity use of the tenants;

c) In case of renting houses to students and workers (the tenant is not a household):
- In case the tenant has a rental contract for 12 months or more and has a temporary residence registration, the landlord directly signs the purchase and sale contract or the representative of the tenant signs the purchase and sale contract (with a commitment to pay the electricity bill of the landlord);
- In case the lease term is less than 12 months and the landlord does not fully declare the number of electricity users, the retail electricity price of the 3rd level: From 101 to 200 kWh is applied to the entire amount of electricity measured at the meter.
In case the landlord declares the full number of electricity users, the electricity seller is responsible for issuing the quota for the landlord based on the temporary residence book or certificate of temporary residence confirmation of the local police agency; every 4 people are counted as one household to calculate the number of quotas for applying the retail electricity price, specifically: 1 person is counted as 1/4 quota, 2 people are counted as 1/2 quota, 3 people are counted as 3/4 quota, 4 people are counted as 1 quota. When there is a change in the number of tenants, the landlord is responsible for notifying the electricity seller to adjust the calculation quota for electricity.
The electricity seller has the right to inspect and require the electricity buyer to present the temporary residence book every month to determine the number of people to calculate the number of quotas when calculating the electricity bill.

As regulations above, when students rent houses, the retail electricity price will be applied as follows:
- At each rental house address, the electricity seller only signs one unique purchase and sale contract, and the landlord must provide information about the residence at the place of electricity use of the tenant.
- If the student has a rental contract, they can directly sign a purchase and sale contract, but they need to commit to paying the electricity bill of the landlord.
- If the lease term is less than 12 months and the number of people is not declared, the retail electricity price of the 3rd level: From 101 to 200 kWh is applied to the entire amount of electricity measured at the meter.
- If the number of people is fully declared, every 4 people are counted as one household to calculate the number of quotas for applying the retail electricity price, specifically as follows:
1 person is counted as 1/4 quota,
2 people are counted as 1/2 quota,
3 people are counted as 3/4 quota,
4 people are counted as 1 quota.
