What is Street Vending?
Street vending is defined in Point a, Clause 1, Article 3 of Decree 39/2007/ND-CP regarding individuals engaging in commercial activities independently and regularly without having to register a business, issued by the Prime Minister of the Government of Vietnam with the following content:
Street vending (itinerant trading) consists of buying and selling activities without a fixed location (itinerant buying, itinerant selling, or both itinerant buying and selling), including the receipt of books, newspapers, magazines, and cultural products from traders permitted to trade these products under legal regulations for itinerant sale;
