In Section 1, Appendix 1 promulgated together with Decree 09/2022/ND-CP stipulates as follows:

1. Bidding packages within the scope of the CPTPP, EVFTA and UKVFTA Agreements are bidding packages that fully satisfy the following conditions:

a) Having a bid package price from the price threshold specified in Clause 2 of this Appendix or higher;

b) Belongs to the project, the cost estimate of the procuring agency listed in Clause 3 of this Appendix;

c) It is a bidding package for consulting services, non-consulting services, construction services, and goods procurement mentioned in Clauses 4, 5 and 6 of this Appendix;

d) Not falling into the exclusion mentioned in Clause 8 of this Appendix.

2. Bid package price threshold

2.1. The bidding package price thresholds for bidding packages of consulting services, non-advisory services and goods procurement of central-level procurement agencies listed in Clause 3.1 of this Appendix are prescribed as follows:

a) From August 1, 2020 to the end of July 31, 2025: SDR 1,500,000;

b) From August 1, 2025 to the end of July 31, 2030: SDR 1,000,000;

c) From August 1, 2030 to the end of January 13, 2034: SDR 500,000;

d) From January 14, 2034 to the end of July 31, 2035: SDR 260,000;

dd) From August 1, 2035 onwards: 130,000 SDR.

2.2. The bidding package price thresholds for construction service bidding packages of central-level procurement agencies listed in Clause 3.1 of this Appendix are prescribed as follows:

a) From August 1, 2020 to the end of January 13, 2024: SDR 40,000,000;

b) From January 14, 2024 to the end of July 31, 2025: SDR 32,600,000;

c) From August 1, 2025 to the end of January 13, 2029: 20,000,000 SDR;

d) From January 14, 2029 to the end of July 31, 2030: SDR 16,300,000;

dd) From August 1, 2030 to the end of January 13, 2034: 10,000,000 SDR;

e) From January 14, 2034 to the end of July 31, 2035: 8,500,000 SDR;

g) From August 1, 2035 onwards: SDR 5,000,000.

2.3. The bidding package price thresholds for bidding packages of consulting services, non-advisory services and goods procurement of other procuring agencies listed in Clause 3.2 of this Appendix are prescribed as follows:

a) From August 1, 2020 to the end of January 13, 2024: SDR 3,000,000;

b) From January 14, 2024 to the end of July 31, 2030: SDR 2,000,000;

c) From August 1, 2030 to the end of July 31, 2035: SDR 1,500,000;

d) From August 1, 2035 onwards: 1,000,000 SDR.

2.4. The bidding package price thresholds for construction service bidding packages of other procuring agencies listed in Clause 3.2 of this Appendix are prescribed as follows:

a) From August 1, 2020 to the end of July 31, 2025: SDR 40,000,000;

b) From August 1, 2025 to the end of July 31, 2030: SDR 25,000,000;

c) From August 1, 2030 to the end of July 31, 2035: SDR 20,000,000;

d) From August 1, 2035 onwards: 15,000,000 SDR.

2.5. For bidding packages for purchasing drugs from hospitals listed in Clause 3.2 of this Appendix, the price thresholds for bidding packages are prescribed as follows:

a) With regard to the procurement of drugs for each hospital with a contract duration of one year or more, the bidding package for the concentrated drug purchase organized by the Ministry of Health on behalf of the hospitals: bid package price as specified in Clause 2.3 of this Appendix;

b) For each hospital's procurement of drugs with a contract duration of less than one year, except for the case specified at Point c of this Clause: the bid package price threshold is SDR 500,000;

c) For a bidding package that includes only one drug: the threshold for the package price is SDR 130,000.
