Based on Article 15 of Circular 40/2019/TT-BCT, the authority to decide to award orders, medals, and awards in the field of Industry and Trade is regulated as follows:

1. The authority to decide to award orders, medals, the Ho Chi Minh Prize, the State Prize, the National Merit Award, the Government's Plaque of Appreciation, the National Model Worker, the Prime Minister's Certificate of Merit is implemented in accordance with the provisions of Articles 77 and 78 of the Law on Rewards and Honors 15/2003/QH11 dated November 26, 2003.

2. The Minister of Industry and Trade decides to award the following awards and forms of rewards:

a) Plaque of Appreciation of the Ministry of Industry and Trade;

b) Industry and Trade Model Worker;

c) Honorary title of Excellent Labor Collective for units and enterprises directly under the Ministry (excluding General Companies);

d) Certificate of Merit from the Minister of Industry and Trade;

dd) Commemorative Medal “For the Development of the Vietnam Industry and Trade Sector”;

e) Other forms of rewards to be considered and decided by the Minister of Industry and Trade.

3. Heads of units with legal personality, separate accounts, and seals decide to award the following awards and forms of rewards:

a) Advanced Labor Collective;

b) Excellent Labor Collective;

c) Advanced Worker;

d) Basic Model Worker;

dd) Certificate of Merit.

What are regulations on awarding awards and forms of rewards in the field of Industry and Trade in Vietnam?

Based on Article 16 of Circular 40/2019/TT-BCT, the regulations on awarding awards and forms of rewards are as follows:

1. The awarding of awards and forms of rewards is implemented in accordance with the provisions of Article 44 of Decree 91/2017/NĐ-CP.

2. For the following awards and forms of rewards: Hero of Labor, National Model Worker; Government's Plaque of Appreciation; Medals and Orders of all kinds; Certificate of Merit from the Prime Minister, heads of units under the Ministry of Industry and Trade shall prepare a plan for organization and reception to be submitted to the Ministry's leaders. After receiving the guidance of the Ministry's leaders, the Ministry's Office shall coordinate with the units to organize the announcement and awarding ceremony in a solemn and economical manner. In special cases, the Ministry's Office shall prepare a plan for the reception to be submitted to the Minister and organize the announcement and awarding ceremony.

3. The Minister of Industry and Trade delegates to the heads of units directly under the Ministry of Industry and Trade and the Directors of Departments of Industry and Trade to organize the awarding of awards and forms of rewards of the Ministry of Industry and Trade in accordance with regulations.

Based on Article 17 of Circular 40/2019/TT-BCT, the regulations on the reward line in the field of Industry and Trade in Vietnam are as follows:

1. The nomination process is implemented in accordance with the provisions of Article 46 of Decree 91/2017/NĐ-CP.

2. Units directly under the Ministry, the Vietnam Union of Industrial and Commercial Workers, and Departments of Industry and Trade submit dossiers for the Minister of Industry and Trade to consider and recommend awarding the Plaque of Appreciation of the Ministry of Industry and Trade and Certificate of Merit from the Minister of Industry and Trade to collectives and individuals under their management in the implementation of the movement of emulation in the field of Industry and Trade.

3. Units directly under the Ministry, Departments of Industry and Trade submit dossiers for the Minister of Industry and Trade to consider and recommend awarding the Certificate of Merit from the Minister of Industry and Trade to units and enterprises operating in the field of Industry and Trade on the occasion of the anniversary (even and odd years 5) of the establishment of the Ministry of Industry and Trade, units under the state management sector that have contributed to the cause of building and developing the Ministry of Industry and Trade.

4. Organizations are social - professional organizations in the central region under the state management of the Ministry of Industry and Trade on the industry and field that the association operates submit dossiers to the Minister of Industry and Trade for rewards or consider submitting dossiers to higher levels for rewards according to merits and achievements achieved, outstanding for the Association and collectives, individuals under the Association; submit dossiers to the Minister of Industry and Trade for rewards in batches (or specialized topics) with the form of reward is Certificate of Merit from the Minister of Industry and Trade for members of the Association.

5. Units and enterprises operating in the field of Industry and Trade propose to award the Commemorative Medal "For the Development of the Vietnam Industry and Trade Sector" to individuals under their management who have contributed to the cause of building and developing the Ministry of Industry and Trade.

6. For units outside the industry: The heads of units directly under the Ministry with working relations propose to the Minister of Industry and Trade to consider and reward.
