According to the provisions of Article 20 of Circular 53/2019/TT-BGTVT, the content is stipulated as follows:

Subjects charged for the use of services: units granted a license to provide aviation fuel services.

Subjects paying for the use of services: carriers in need of aviation refueling services using specialized vehicles (vehicles containing fuel and a pumping technology system) at airports in Vietnam.

- Service content: refueling using specialized vehicles (vehicles equipped with a tank for carrying aviation fuel equipped with suitable technology systems, to refuel aircraft or to extract fuel from aircraft) at airports in Vietnam, excluding fuel supply services.
