Based on Article 4 of Circular 40/2019/TT-BCT, the form and content of organizing the emulation movement in the industry of Industry and Trade are as follows:

1. Implementation of Clause 4, Clause 5 of Decree No. 91/2017/NĐ-CP and Clause 4, Clause 5 of Circular No. 12/2019/TT-BNV dated November 4, 2019 of the Minister of the Interior detailing the implementation of some articles of Decree No. 91/2017/NĐ-CP dated July 31, 2017 of the Government detailing the implementation of some articles of the Law on Emulation and Reward (hereinafter referred to as Circular No. 12/2019/TT-BNV).

2. The heads of units in the industry of Industry and Trade organize emulation movements in phases within the unit's scope, send the Plan for organizing the launch of the emulation movement to the Ministry of Industry and Trade for monitoring, summarizing and guidance.

3. The heads of units in the industry of Industry and Trade organize the summing up of the emulation movement in phases within the unit's scope, implement the reward or submit the reward to the higher level according to the authority.

What are responsibilities of agencies, organizations, and individuals in implementing the emulation movement in the sector of Industry and Trade in Vietnam?

Based on Article 5 of Circular 40/2019/TT-BCT, the responsibilities of agencies, organizations, and individuals in implementing the emulation movement in the industry of Industry and Trade are as follows:

1. The Minister of Industry and Trade launches and directs the emulation movement within the entire industry of Industry and Trade.

2. The Emulation and Reward Council of the Ministry of Industry and Trade is responsible for advising the Minister of Industry and Trade on the content of emulation, organizing emulation movements, and inspecting the implementation of emulation movements in the industry of Industry and Trade.

3. The heads of units organize the launch and direct the emulation movement within the unit.

4. The heads of units coordinate with the Party organization, trade union, and youth union at the same level to direct, organize the launch and maintain the emulation movement on a regular basis, replicate emulation movements and advanced typical examples within the unit; proactively identify and select groups and individuals with achievements to reward or recommend to higher levels for rewards.

What are responsibilities of organizations and individuals doing emulation and reward work in the sector of Industry and Trade in Vietnam?

Based on Article 6 of Circular 40/2019/TT-BCT, the responsibilities of organizations and individuals doing emulation and reward work in the sector of Industry and Trade in Vietnam are as follows:

1. Organizations and individuals involved in emulation and reward work in units under the Ministry of Industry and Trade shall base on the specific tasks and targets of the annual and five-year development plans and the assigned political tasks to advise and propose to leaders on the policies, content, programs, plans, and measures for emulation; especially pay attention to the work of propaganda and mobilization of officials, civil servants, and public servants to participate in the emulation movement; proactively guide, organize emulation movements and inspect the implementation; advise on summing up and summarizing emulation movements, replicating advanced models; propose rewards and solutions to improve the effectiveness of emulation and reward work.

2. The Emulation and Reward Councils at all levels under the Ministry of Industry and Trade shall be responsible for advising the heads of the same-level units to organize the launch and direct the emulation movement within the unit.

3. The Emulation and Reward Council of the Ministry of Industry and Trade shall be responsible for assisting the Minister in evaluating the achievements of groups and individuals with influence throughout the entire industry of Industry and Trade.

4. The permanent office of the Emulation and Reward Council of the Ministry of Industry and Trade shall be responsible to the Council for the examination of the dossiers submitted by the units for the proposal of emulation titles and forms of rewards, including examination of the completeness, legality of the dossiers, and the conditions and standards prescribed by law.
