Procedure for Reissuing the Professional Practice Certificate for Monument Restoration Project Management, Monument Restoration Technical-Economic Reporting, and Monument Restoration Design
Legal Basis: Decree 61/2016/ND-CP stipulating the conditions for business of assessing artifacts and practicing the preservation, repair, and restoration of historical - cultural relics, and scenic spots. The re-issuance of practicing certificates for project planning on monument repair, economic - technical reports on monument repair, and design of monument repair is regulated as follows:
1. Conditions for Re-issuance:
Practicing certificates for project planning on monument repair, economic - technical reports on monument repair, and design of monument repair are re-issued in the following cases:
- Supplementing practicing content;
- Expiration of the certificate;
- Lost or damaged certificate.
2. Dossier for Re-issuance:
Including:
- Application form according to Form 07 in the Appendix issued with this Decree;
- Original Practicing Certificate issued for the case of supplementing practicing content or expired or damaged Practicing Certificate;
- 02 color photos sized 3x4 cm taken in the year of the re-issuance request;
Note: In the case of supplementing practicing content recorded in the issued Practicing Certificate, the dossier must include copies of certificates and acknowledgments specified in Points b and c, Clause 1, Article 11 of Decree 61/2016/ND-CP.
3. Re-issuance Process:
- In the case of re-issuing the expired or damaged Practicing Certificate, within 05 working days from the date of receiving the complete and valid dossier, the Director of the Department of Culture, Sports, and Tourism or the Director of the Department of Culture and Sports shall review, decide to re-issue the Practicing Certificate and report to the Minister of Culture, Sports, and Tourism. In case of refusal, a written response explaining the reasons must be provided.
- In the case of re-issuing due to the loss of the Practicing Certificate or supplementing practicing content, the issuance period shall be implemented as regulated for new issuance cases.
4. Authority for Re-issuance: Director of the Department of Culture, Sports, and Tourism or Director of the Department of Culture and Sports.
5. Resolution Time: 05 working days from the date of receiving the complete and valid dossier.
6. Re-issuance Fee: According to the regulations of the Ministry of Finance.
7. Validity of the Certificate: is the remaining validity period of the certificate in the case of re-issuance due to loss or damage; 05 years in case of re-issuance due to expiration.
