Organization and Management of Official Delegations Abroad by the Ministry of Industry and Trade
Article 19 of the Unified Management Regulation on Foreign Affairs Activities of the Ministry of Industry and Trade, issued with Decision 3800/QD-BCT of 2018, stipulates the organization and management of delegations traveling abroad for work by the Ministry of Industry and Trade as follows:
The organization and management of delegations traveling abroad are conducted according to Decree No. 136/2007/ND-CP dated August 17, 2007, by the Government of Vietnam on the exit and entry of Vietnamese citizens; Decree No. 94/2015/ND-CP dated October 16, 2015, by the Government of Vietnam amending and supplementing several articles of Decree No. 136/2007/ND-CP and regulations of the Ministry of Industry and Trade.
- Organization of the trip
- The presiding unit cooperates with relevant units to develop project proposals for delegations traveling abroad for work led by or participating with leaders of the Ministry, Leaders of the Communist Party, the State, the Government of Vietnam, and the National Assembly;
- Units are responsible for developing project proposals for delegations traveling abroad led by unit leaders;
- Officials traveling abroad for work or study must outline the content of the trip, including the purpose, mission, itinerary, location, and budget, and submit it for approval by the Unit Head.
- Responsibilities:
- During their time working abroad, officials assigned to the trip must strictly follow the approved plan, program, schedule, and budget, and are responsible for maintaining state secrets and complying with the laws of the host country. In cases where requirements arise outside the approved program and plan, officials must promptly seek directive opinions from the decision-making authority;
- No later than 10 days after completing an overseas work, study, visit, or survey trip, the Head of the delegation or the official assigned abroad must report the trip results to the Unit Head and report to the Ministry through the Personnel Organization Department according to decentralization or delegation;
- For delegations abroad led by the Ministry leaders, the Ministry Office (Protocol Department) cooperates with the Presiding Unit to arrange protocol affairs.
