Must Have Intermediate-Level or Higher Degree to Be Issued an Underground Water Drilling License
Pursuant to Article 6 of Circular 40/2014/TT-BTNMT, organizations and individuals engaged in underground water drilling activities must meet the following conditions:
Have a decision establishing the organization by a competent authority or one of the types of business registration certificates, business registration certificates and taxpayer registration, enterprise registration certificates for organizations, or business household registration certificates for groups of individuals or households issued by a competent authority (hereinafter collectively referred to as business registration certificates), which include activities related to the underground water drilling industry.
The head of the organization or the person responsible for the technical aspects of the organization, individual practitioners (hereinafter collectively referred to as the person responsible for technical aspects) must be knowledgeable about legal regulations concerning groundwater protection and meet the following conditions:
a) For small-scale underground water drilling practice:
Have an intermediate-level education or higher in fields such as geology (exploratory geology, hydrogeology, engineering geology, geotechnics), drilling and have at least two (02) years of experience in the field of practice, or drilling workers with a skill level of 3/7 or equivalent or higher and have at least four (04) years of continuous experience in the field of practice; directly participated in the design, report preparation or drilling of at least five (05) underground water drilling projects.
In case of not having any of the above-mentioned certificates, must have at least five (05) years of continuous experience in the field of practice, directly drilled at least ten (10) underground water drilling projects, and must have a certificate of completion of a technical training course on groundwater resource protection in underground water drilling activities organized by the Department of Water Resources Management or the Department of Natural Resources and Environment.

Therefore, if you do not have an intermediate-level education or higher in the fields of geology but have at least five (05) years of continuous experience in the field of practice, directly drilled at least ten (10) underground water drilling projects, and must have a certificate of completion of a technical training course on groundwater resource protection in underground water drilling activities, you can still be issued an underground water drilling license.
What Is Considered Small-Scale Underground Water Drilling Practice?
Pursuant to Point a, Clause 1, Article 5 of this Circular, it is stipulated as follows:
Small-scale underground water drilling practice is drilling and installing boreholes with casing or wall pipes less than 110 millimeters in diameter and projects with a flow rate of less than 200m^3^/day-night;
