Is a Permit Required for Advertising on Billboards?
Based on Section 4 Advertising on Billboards, Banners, Signboards, Light Boxes, Dedicated Advertising Screens, and Transportation Media of the Advertising Law 2012:
- Advertising on billboards does not require a permit.
- You need to notify the advertising product on billboards procedure.
Based on Article 29, Article 30 of the Advertising Law 2012, the procedure for notifying advertising products on billboards is as follows:
- Organizations or individuals wishing to advertise on billboards or banners must submit a notification dossier of the advertising product to the local competent advertising authority 15 days before launching the advertisement.
The notification dossier of the advertising product on billboards includes:
- A written notification of the advertising product stating clearly the content, time, location of the advertisement, the number of billboards, banners.
- A copy of the business registration certificate of the advertising service provider or a copy of the business registration certificate of the advertiser in case of self-advertising.
- Copies of documents proving compliance with standards and regulations of the product, goods, or services as prescribed by law, or documents proving eligibility for advertising as stipulated in Article 20 of this Law.
- A copy of the document regarding the organization of the event by the organizing unit in case of advertising for an event, social policy.
- A color-printed mock-up of the advertising product signed by the advertising service provider or signed by the advertiser in the case of self-advertising. In case the advertiser or advertising service provider is an organization, the organization's seal must be affixed.
- A document proving the ownership or right to use the billboard; ownership or right to use the advertising location for the banner.
- A perspective drawing of the billboard placement location.
- A copy of the construction permit for the advertising structure for types of billboards that require a construction permit in accordance with Clause 2, Article 31 of the Advertising Law.
- Within 05 working days from the date the local competent advertising authority acknowledges the receipt of the dossier, if there is no response, the organization or individual may proceed with the notified advertising product. In case the local competent advertising authority disagrees, a written response must be provided, stating clear reasons.
