Information on Next Year's Electricity Market Operation Plan: Publication Guidelines
In Clause 2, Article 30 of Circular 45/2018/TT-BCT, effective January 1, 2019, regulations on the information regarding the operation plan of the electricity market for the upcoming year to be disclosed include:
a) The results of the upcoming year's operation plan calculations, including:
- Projected market electricity prices for each trading cycle applicable to electricity generating units and wholesale electricity purchasing units;
- The result of selecting the best new power plant;
- Market capacity prices for each trading cycle;
- Ceiling level of market electricity prices;
- Classification of thermal power plant units;
- Annual contractual output and the monthly allocated contractual output for power plants;
- The proportion of electricity purchased at spot market prices in each month of the upcoming year applicable to wholesale electricity purchasing units from power plants with allocated contracts determined in accordance with the provisions of Clause 2, Article 91 of this Circular.
b) Input parameters for the annual electricity market operation planning calculations, including:
- Forecasted load for each region: North, Central, South, and the entire national electricity system in each trading cycle;
- Hydrological data of hydroelectric reservoirs used to simulate the electricity market;
- Schedule for new power plant commissioning;
- Technical parameters of the transmission grid;
- Proposed electricity import and export schedule;
- Annual maintenance and repair schedule for power plants, transmission grids, and major gas supply sources;
- Forecasted load of wholesale electricity purchasing units in each trading cycle.
The above are the regulations regarding the information about the operation plan of the electricity market for the upcoming year to be disclosed.
