1. Dossier to request issuance of certificate of editing practice includes:
a) Application for issuance of certificate of editing practice under the prescribed form;
b) Curriculum vitae under the prescribed form
c) Certified copy of degree;
d) Certificate of completion of fostering course of legal knowledge on publishing and editing professional issued by the Ministry of Information and Communications.
2. Within 15 days from the date of receipt of complete dossier, the Ministry of Information and Communications shall issue the Certificate of editing practice; In the absence of issuance, there must be written reply clearly stating the reasons.

In what cases is a certificate of editing practice revoked in Vietnam?
Clause 3, Article 20 of the 2012 Publishing Law stipulates 3 cases in which a certificate of editing practice is revoked as follows:
a) Editor whose publications are edited are banned from circulation, revoked, confiscated or destroyed;
b) Editor who has edited two publications in 01 year or publications in 02 consecutive years with content violations required correction to be released;
c) Editor has been sentenced by a legally effective judgement of the court.
What is the procedure for re-issuance of certificate of editing practice from May 1, 2024 in Vietnam?
On December 31, 2023, the Head of the Minister of Information and Communications issued Circular 23/2023/TT-BTTTT amending and supplementing some provisions of Circular 01/2020/TT-BTTTT dated February 7, 2020, of the Head of the Minister of Information and Communications detailing and guiding the implementation of some provisions of the Publishing Law and Decree 195/2013/ND-CP dated November 21, 2013, of the Government detailing some provisions and measures for the implementation of the Publishing Law.
According to this regulation, the procedure for re-issuance of certificate of editing practice is as follows:
Case 1: Re-issuance of certificate of editing practice revoked according to the provisions of Clause 4, Article 20 of the 2012 Publishing Law
Step 1: After 2 years from the date of revocation of the certificate of editing practice, the editor may request the Authority of Publication, Printing and Distribution to re-issue the certificate of editing practice.
The request form for re-issuance of certificate of editing practice according to Form 05 shall be submitted directly or via postal service or through the online public service system to the Authority of Publication, Printing and Distribution.
Step 2: Within 7 working days from the date of receiving the complete dossier, the Authority of Publication, Printing and Distribution shall complete the re-issuance of the certificate of editing practice for the editor;
In case of non-issuance of the certificate of editing practice, a written response stating the reason must be provided.
Case 2: Re-issuance of a lost or damaged certificate of editing practice
Step 1: Within 15 days, from the date the certificate of editing practice is lost or damaged, the editor must submit a request form for re-issuance of the certificate of editing practice according to Form 05 directly or via postal service or through the online public service system to the Authority of Publication, Printing and Distribution;
Step 2: Within 5 working days from the date of receiving the complete dossier, the Authority of Publication, Printing and Distribution shall complete the re-issuance of the certificate of editing practice for the editor;
In case of non-issuance of the certificate of editing practice, a written response stating the reason must be provided.
Note: Circular 23/2023/TT-BTTTT shall come into effect from May 1, 2024.
