How are the procedures for inspecting and handling administrative violations by market management regulated?
Establishing the dossier for the inspection and handling of Administrative Violations (VPHC) by market management is stipulated in Clause 3, Article 26 of Circular 27/2020/TT-BCT. To be specific:
- The dossier must have a dossier cover designed and printed according to the National Standard TCVN 9251:2012 regarding archival dossier covers and must be archived according to the regulations. The assigned civil servant is responsible for fully and meticulously recording the contents of the pre-printed sections on the dossier cover.
- The documents in the dossier must be arranged, numbered in sequence (but luc), and fully listed in the index printed on the cover or label of the dossier. The assigned civil servant must list, number in sequence, and arrange documents in order starting from sequence number 01 to the final sequence number.
- The sequence numbers are assigned in a progressively increasing method by number and in the order of each document in the dossier. The sequence numbers are assigned once. The sequence number is marked at the top right corner, front side of each document. Each document receives one sequence number. The numbering is done based on the order of receipt. In the case of receiving multiple documents simultaneously, the sequence numbering is done based on the chronological order of document issuance.
