Conditions for Issuance of Real Estate Valuation Practice Certificates
According to Clause 4, Article 80 of the Law on Real Estate Business 2014, effective from July 1, 2015, real estate valuation certificates are no longer issued. Those who were issued these certificates before this date will have legal validity for 5 years from July 1, 2015.
Currently, individuals who wish to operate in the valuation field must meet the conditions to become appraisers in accordance with the law on valuation. Specifically, according to Article 7 of Decree 89/2013/ND-CP, the standards for appraisers are as follows:
- Competent civil acts.
- Ethical qualities, integrity, honesty, objectivity.
- Possess a university or postgraduate degree in price valuation, appraisal, or related fields such as economics, economics-engineering, engineering, law related to appraisal tasks granted by legally established training organizations in Vietnam or abroad.
- Have practical working experience in the training field for 36 (thirty-six) months or more from the date of receiving a university degree in accordance with Clause 3 of this Article.
- Possess a training certificate in appraisal profession issued by an institution with training functions in appraisal profession in accordance with the regulations of the Ministry of Finance, except in the following cases:
+ Individuals who have a university or postgraduate degree in price valuation, appraisal from domestic or foreign institutions;
+ Individuals who have a university or postgraduate degree in economics, economics-engineering, engineering, law related to appraisal tasks, and have a college degree in appraisal.
- Possess an appraiser card issued by the Ministry of Finance.
