Can Citizens Build Their Own Electric Poles?
According to Point b, Clause 3, Article 1 of Decree 51/2020/ND-CP stipulates: For power plants, substations, and transmission lines that are being prepared to be put into operation and use, the investor must hand over all design, construction, completion documents, and other technical documents as prescribed by construction law to the management and operation unit.
Thus, the construction of electric poles is within the authority of the investor, and citizens are not allowed to construct electric poles arbitrarily.
Pursuant to Clause 2, Article 6 of Decree 134/2013/ND-CP, a fine ranging from VND 5,000,000 to VND 10,000,000 shall be imposed for one of the following acts:
- Installing, repairing, or relocating electrical works without agreement with the owner of the electrical work or the management and operation unit of the electrical work;
- Arbitrarily installing power line systems, substations, and electrical equipment outside the scope approved by a competent authority.
