Calculation of Water Value at Hydroelectric Power Plants
The value of water is the expected marginal price calculated for the amount of water stored in hydropower reservoirs when used for electricity generation as a substitute for thermal power sources in the future, converted to a unit of electricity.
The water value calculation model is a system of optimal hydropower software used to calculate the water value by the electricity system and electricity market operating unit for the preparation of annual, monthly, and weekly operation plans.
According to Article 32 of Circular 45/2018/TT-BCT, effective from January 1, 2019, the water value calculation is prescribed as follows:
The electricity system and market operating unit is responsible for calculating the water value for the weeks in the upcoming month. The calculated water value results are used for preparing the operation plan for the following month, which includes:
The projected output of strategic multi-purpose hydropower plants.
The water value of hydropower plants in the cascading hydropower group.
The water value of hydropower plants with reservoirs regulated for more than one week.
The optimal water level for each week of the month for hydropower plants with reservoirs regulated for more than one week.
