The parties participating in the association sign this Memorandum of Agreement and agree with the agreed contents. The Memorandum of Agreement takes effect from the date of signing and is implemented throughout the implementation period of the linkage project. The parties participating in the association are responsible for fully implementing each party's commitments during the implementation process. The parties can amend the agreed contents but must not change the content of the linkage project  approved by the competent authority.
