Addressing Arising Foreign Affairs Activities Outside the Approved Annual Plan of the Ministry of Industry and Trade

As far as I know, annually, the Ministry of Industry and Trade is required to develop an operational plan for external affairs for the following year. Could you please let me know how the resolution of external affairs activities arising outside of the Ministry of Industry and Trade's annually approved plan is regulated? I hope you can help clarify this for me.

In Article 11 of Decision 3800/QD-BCT in 2018, the regulations for resolving external activities arising outside the approved annual plan are stipulated as follows:

- Activities arising outside the annual external activity plan under the approval authority of the Prime Minister of Vietnam shall be implemented according to the provisions in Guideline No. 01-HD/BDNTW dated June 30, 2015, from the Central Foreign Affairs Committee on the implementation of the unified management regulation of foreign affairs activities issued under Decision 272-QD/TW dated January 21, 2015, by the Political Bureau of term XI.

- In the event of sudden foreign affairs programs or activities under the approval authority of the Minister of Industry and Trade, the presiding agency or unit must report to the Minister for supplementary approval. The proposal for supplementary foreign activities outside the plan or adjustment of foreign activities within the approved annual plan for outgoing or incoming delegations must explicitly state:

+ Reason for the arising or adjustment of foreign activities;

+ Purpose, requirements for sending or receiving the delegation; name of the delegation; quantity, composition of the delegation and level of delegation head; activity content; time and location of activities; working partners and the level of relationship; funding source and other related documents, records.

- For other foreign affairs activities: information on foreign partners; scale and time of activity; participating components; content of activities; funding source and deployment plan.

The above are regulations for resolving external activities arising outside the approved annual plan of the Ministry of Industry and Trade.
