On October 21, 2024, the Ministry of Finance of Vietnam issued Circular 73/2024/TT-BTC on rates of collection, waiver, transfer of charges for reissuing, and replacing ID cards in Vietnam.

Circular 73/2024/TT-BTC applies to charge payers; charge-collecting organizations; other organizations and individuals involved in the collection and payment of charges for reissuance, replacement of ID cards.

Circular 73/2024/TT-BTC takes effect in Vietnam from October 21, 2024.

What is the charge rate for reissuance, replacement of ID cards in Vietnam?

Based on Article 4 of Circular 73/2024/TT-BTC regulating the rates of charges:

Article 4. Rates of charges

1. The rates of charges for reissuance, replacement of ID cards are as follows:

a) Replacement of citizen ID cards with ID cards as prescribed in Clause 3, Article 21 of Decree No. 70/2024/ND-CP dated June 25, 2024 of the Government of Vietnam detailing certain articles and measures to implement the Law on Identity: 30,000 VND/ID card;

b) Replacement of ID cards in cases prescribed in Clause 1, Article 24 of the Law on Identity: 50,000 VND/ID card;

c) Reissuance of ID cards in cases prescribed in Clause 2, Article 24 of the Law on Identity: 70,000 VND/ID card.

2. From the effective date of this Circular to December 31, 2024, the charge rate for reissuance, replacement of ID cards will be 50% of the charge rates prescribed in Clause 1 of this Article. From January 1, 2025, the charge rates prescribed in Clause 1 of this Article will apply, except for the provisions in Clause 3 of this Article.

3. From January 1, 2025, to December 31, 2025, the charge rate for online submission for reissuance, replacement of ID cards will be 50% of the charge rates prescribed in Clause 1 of this Article. From January 1, 2026, the charge rates prescribed in Clause 1 of this Article will apply.

Thus, the charge rates for reissuance and replacement of ID cards in Vietnam are as follows:

[1] Replacement of citizen ID cards with ID cards: 30,000 VND/ID card

[2] Replacement of ID cards for cases where Vietnamese citizens have been issued ID cards and must carry out procedures for replacing ID cards at the ages of 14, 25, 40, and 60: 50,000 VND/ID card

[3] Reissuance of ID cards in cases where cards have been issued, replaced, or reissued within 2 years before the age required for card replacement: 70,000 VND/ID card.

However, from October 21, 2024, to December 31, 2024, the charge rate for reissuance, replacement of ID cards will be 50% of charge rates [1] [2] [3]. From January 1, 2025, onward, apply the charge rates [1] [2] [3].

From January 1, 2025, to December 31, 2025, the charge rate for online submission for reissuance, replacement of ID cards will be 50% of charge rates [1] [2] [3]. From January 1, 2026, onward, apply the charge rates [1] [2] [3].

What information is printed on the ID card?

Based on Article 18 of Law on Identity 2023 regulating the content displayed on the ID card:

Article 18. Content displayed on the ID card

1. The ID card has information printed on the card and a part for storing encrypted information.

2. The information printed on the ID card includes:

a) Emblem of the Socialist Republic of Vietnam;

b) The phrase “SOCIALIST REPUBLIC OF VIETNAM, Independence - Freedom - Happiness”;

c) The phrase “ID card”;

d) A photo of the face;

dd) Personal identification number;

e) Full name and birth name;

g) Date of birth;

h) Gender;

i) Place of birth registration;

Thus, the information printed on the ID card includes:

- Emblem of the Socialist Republic of Vietnam

- The phrase “SOCIALIST REPUBLIC OF VIETNAM, Independence - Freedom - Happiness”

- The phrase “ID card”

- A photo of the face

- Personal identification number

- Full name and birth name

- Date of birth

- Gender

- Place of birth registration

- Nationality

- Place of residence

- Date of issuance; date of expiration

- Issuing authority: Ministry of Public Security
