Which types of cancer are not required a referral letter in Vietnam in 2025?
Based on Appendix 1 issued with Circular 01/2025/TT-BYT, there is a list of 62 diseases including rare diseases and serious diseases that can be directly treated at specialized medical facilities without the need for a referral, while still being covered by health insurance with 100% reimbursement as stipulated.

What are prohibited acts in health insurance in Vietnam from July 1, 2025?
Based on Article 11 of the Law on Health Insurance 2008 (amended by clause 9 of Article 1 Amendment Law on Health Insurance 2024), the following acts are prohibited in health insurance from July 1, 2025:
- Delayed payment, evasion of health insurance contributions.
- Fraud, forgery of documents, health insurance cards.
- Misuse of health insurance funds, health insurance contributions for inappropriate purposes.
- Obstructing or causing difficulties, or damaging the legitimate rights and benefits of participants in health insurance and involved parties.
- Intentionally providing false reports, incorrect information, or data related to health insurance.
- Abusing position, authority, expertise, or duties to act contrary to regulations regarding health insurance.

In which cases can health insurance cards in Vietnam be reissued?
Based on Article 19 of the Law on Health Insurance 2008 (amended by point a, clause 35, Article 1 Amendment Law on Health Insurance 2024), health insurance cards can be reissued in the following cases:
Article 19. Reissuing Health Insurance Cards
- Health insurance cards can be reissued in the following cases:
a) Torn, damaged, or malfunctioning;
b) Change in initial health examination and treatment registration location;
c) Incorrect information recorded on the card.
- The application for reissuing health insurance cards includes:
a) Request form for card replacement by the health insurance participant;
b) Health insurance card.
- Within 7 working days from the date of receipt of the complete application as specified in clause 2 of this Article, the social insurance agency must issue a new card for the health insurance participant. During the waiting period for the new card, cardholders are still entitled to their health insurance benefits.
- Persons applying for card replacement due to card damage, tear, or malfunction must pay a fee. The fee for reissuing health insurance cards is stipulated by the Minister of Finance.
Thus, health insurance cards can be reissued in the following cases:
- Torn, damaged, or malfunctioning
- Change in initial health examination and treatment registration location
- Incorrect information recorded on the card
