What Should Material Supply Companies Ensure During Construction Activities Amid Covid?
Based on Clause 2.4 Sub-section 2, Section IV of the temporary guidance on construction activities for projects and transportation works ensuring safe, flexible adaptation, and effective control of the COVID-19 pandemic (attached to Decision 1811/QD-BGTVT in 2021) stipulates:
The agencies and units are responsible for developing and issuing the "COVID-19 Prevention and Control Plan at the Construction Site" and are accountable for implementing preventive measures on the construction site ensuring compliance with the general principles in Section IV and the specific requirements as follows:
For organizations and individuals supplying fuel, materials, equipment, and goods for construction and necessities for the livelihood of workers on the construction site
- Develop and implement transportation, delivery, and receipt plans for materials, equipment, and goods ensuring compliance with regulations on transportation business and COVID-19 prevention and control regulations.
- Arrange and require drivers and assistants (if any) to strictly implement COVID-19 prevention and control measures as conformable.
- Compile a list to monitor and notify the construction contractor, unit receiving materials, equipment, goods, and necessities the information about the vehicle (license plate), name of the driver, and assistants involved in transportation and delivery of materials, equipment, and goods.
- Be responsible for monitoring, checking, and closely supervising the activities of vehicles, drivers, and assistants throughout the transportation process ensuring traffic safety and COVID-19 prevention and control.
