Which subjects are eligible for initial health insurance registration at basic healthcare facilities in Vietnam?

Based on Clause 2, Article 7 of Circular 01/2025/TT-BYT stipulating the eligible subjects for initial health insurance registration at basic healthcare facilities:

[1] Individuals under the management and protection of health according to the Central Committee of the Communist Party’s Guidelines regarding the adjustment and supplementation of subjects for healthcare in certain central health entities; individuals under the management and protection of provincial health officials

[2] Revolution contributors, veterans, individuals aged 75 and older

[3] Children

[4] Individuals participating in health insurance residing in island communes, island districts are allowed to register for initial healthcare services at the most convenient onshore healthcare facility, provided no initial healthcare facility exists in these island communes, island districts.

[5] Students, trainees, learners of universities, colleges, intermediate schools in the health sector are allowed to register for initial health insurance at healthcare facilities associated with the school having a contract for health insurance services as stipulated in Clause 2, Article 6 of Circular 01/2025/TT-BYT

[6] Healthcare facility employees are allowed to register for initial health insurance at the healthcare facility where they are employed which has a contract for health insurance services as stipulated in Clause 2, Article 6 of Circular 01/2025/TT-BYT

[7] Students, trainees, learners during their education, practice, internship at the health insurance facility for over 90 days are allowed to register for initial health insurance at the healthcare facility where they are learning, practicing, interning with a health insurance service contract as stipulated in Clause 2, Article 6 of Circular 01/2025/TT-BYT

[8] Employees on business trips to a healthcare facility for over 90 days are allowed to register for initial health insurance at the facility where they are on a business trip with a health insurance service contract as stipulated in Clause 2, Article 6 of Circular 01/2025/TT-BYT

[9] Military and police personnel upon retirement

[10] Individuals with long-term illnesses as listed by the Ministry of Health

[11] Civil servants, public employees, students

[12] Other subjects

When is a health insurance card in Vietnam invalid?

Based on Article 16 of Health Insurance Law 2008 (amended by Clauses 10, 14, Article 1 of Amended Health Insurance Law 2024) stipulating the health insurance card:

Article 16. Health Insurance Card

  1. The health insurance card is invalid in the following cases:

a) The card has expired;

b) The card has been modified or erased;

c) The person named on the card no longer participates in health insurance.

  1. Vietnam Social Security shall issue the health insurance card template after obtaining agreement from the Ministry of Health.

A health insurance card is invalid when:

- The card has expired.

- The card has been modified or erased.
