OBJECTIVES, TASKS

1. Goals

Synchronously manage people's health record data in the network environment, form connected, interconnected and exploited health record data stores to serve the protection and care of human health. people.

2. Mission

2.1. Building an Electronic Health Record Platform (VHR Platform) including: Forming an electronic health record database of the Ministry of Health on the basis of receiving group data of basic medical information (reported by the Ministry of Health) promulgated under Decision No. 3074/QD-BYT dated 11/11/2022 of the Minister of Health defining the group of basic medical information in the National Insurance Database) from the National Database of Health Insurance. Insurance expert, standardizing data to the HL7 FHIR standard; functions to help create and update health record information, provide reports for management and administration of the health sector at local government levels; ensure connection and sharing of data with electronic health record data warehouses in localities, medical examination and treatment facilities and health record management information systems.

2.2. Promote medical examination and treatment facilities nationwide to form a database of medical examination and treatment including the information specified in Decision No. 130/QD-BYT dated January 18, 2023 of the Minister of Health. Specifying standards and output data formats for management, assessment, payment of medical examination and treatment costs and settlement of related regimes, towards the formation of an electronic medical record data warehouse at the unit; ensure connection and sharing of data with the electronic health record data warehouses of localities, the Ministry of Health and information systems for managing health records.

2.3. Integrating the VHR Platform and the VTelehealth Platform, ensuring that personal health record data is "correct - sufficient - clean - alive" and is linked in all medical facilities from the grassroots level to the central level; at the same time, implementing the planning of application software systems for health station management, vaccination management currently being used in order to use uniformly, synchronously and effectively exploit personal health record data for service. management and administration of the health sector at all levels of local government.

2.4. Promote the integration of health record management information systems of units, organizations and enterprises with the VHR Platform to ensure unified management and enrichment of personal health record data, creating favorable conditions for people in accessing and using medical examination, treatment and health care services.

Thus, building the Electronic Health Record Platform includes the following tasks:

Pursuant to Section IV (the Plan to deploy the electronic health record platform in 2023) issued together with the Decision 1923/QD-BYT in 2023 stipulating funding sources for implementation of Electronic Health Record Platform in Vietnam as follows:

FUNDING

1. The state budget is allocated from estimates of recurrent expenditures of units and localities.

2. Budgets from related programs and projects.

3. Fund for development of non-business activities of units.

4. Other lawful funding sources.

Thus, funding to implement the implementation plan of the Electronic Health Record Platform comes from sources such as:

What is the roadmap for the implementation of the Electronic Health Records Platform in 2023 in Vietnam?

Pursuant to the Decision 1923/QD-BYT in 2023 stipulating the roadmap for the implementation of the Electronic Health Records Platform in 2023 as follows:

- Before April 30, 2023:

+ Issue documents guiding medical examination and treatment facilities to collect and update basic medical information according to Decision 3074/QD-BYT in 2022 ;

+ Direct 100% of medical examination and treatment facilities nationwide to send group data of basic medical information to the National Database of Periodic Insurance every day from May 1, 2023.

- Before June 1, 2023:

+ Ensure infrastructure, deploy information system to perform mapping

+ Convert FHIR Resource for group data of basic medical information and provide programming interface for data connection and sharing.

- Before June 1, 2023:

+ Form an electronic health record database of the Ministry of Health, including a group of basic medical information standardized according to HL7 FHIR standards, providing a software module with functions to help create and update Information on personal health records and exploitation of reported data for the Department of Health, district health centers, commune health stations to use.

- Before June 1, 2023:

+ Complete planning and guidelines for unified, synchronous and efficient use of personal health record data for software used at commune health stations.

- In the year 2023:
