What are regulations on the task of generating national health data using digital health platforms in the National Digital Transformation Program to 2030 in Vietnam?

Pursuant to Subsection 1 Section V of the Decision 2955/QD-BYT in 2022 stipulating the task of generating national health data as follows:

Health data is generated from the following sources:

1) Professional sources of medical examination and treatment, disease prevention

Promote that people's medical examination and treatment data must be centrally managed at all levels, updated by medical facilities, and immediately and regularly fully stocked with people's health data warehouses at all levels.

Medical facilities are responsible for linking people's health data to the electronic health record management information system right after people come for medical examination, treatment, vaccination, and testing.

2) From administrative sources

Through the management of administrative information, population of local government levels, health management data of people at grassroots health care.

3) Health insurance data source

Data from the National Insurance Database is retrieved and processed before being included in the National Health Database.

Ensure interoperability and automatic sharing of data from 12 common categories of healthcare to the National Insurance Database: (1) List of practice certificates and supplementary adjustment and issuance of practice certificates profession; (2) List of registered practitioners at medical examination and treatment establishments nationwide; (3) List of newly issued drugs, revoked, adjusted information, extended and maintained the validity of the marketing authorization in Vietnam; (4) List of drugs to declare and re-declare prices; (5) List of medical supplies; medical supplies without detailed codes in the shared list; (6) List of manufacturers and countries producing drugs and medical supplies; (7) List of medical equipment; (8) Information on drug use instructions enclosed with drug registration dossiers licensed by the Ministry of Health; (9) Guide the professional technical process of the Ministry of Health; (10) Guidelines for diagnosis and treatment of the Ministry of Health; (11) Summarize the results of winning bids for drugs; (12) List of disease codes according to ICD 10, list of diseases codes for Traditional Medicine.

4) Population data source

Data from population data sources are retrieved and processed before being included in the national database on Health.

What are regulations on the task of updating authentic health data with the national population database in the National Digital Transformation Program to 2030 in Vietnam?

Pursuant to Subsection 2 Section V of the Decision 2955/QD-BYT in 2022 stipulating the task of updating authentic health data with the national population database as follows:

1) Connect, share, clean data: connect, share, authenticate with the National Population Database.

2) Promote the upgrading of professional medical examination, treatment and prevention; develop professional skills and scripts for medical examination and prevention.

3) Promote people to update health information;

4) Update information from other specialized databases and big data sources.

5) Medical digital platforms to connect and share data with the Information Center for direction and administration of the Government and the Prime Minister to serve the direction and administration of the Government and the Prime Minister; connect and share data with related databases to serve administrative procedures.

What are regulations on the task of connecting, sharing, exploiting and using the medical digital platform in the National Digital Transformation Program to 2030 in Vietnam?

Pursuant to Subsection 3 Section V of the Decision 2955/QD-BYT in 2022 stipulating the task of connecting, sharing, exploiting and using the medical digital platform as follows:

1) Form a national database of health data from other medical digital platforms and national health information systems.

2) Develop data analysis capabilities, providing information products to serve people's health care needs and health management at all levels, sectors and health facilities.

3) Organize providing, sharing, exploiting and using information products.
