Guidelines for Organizing the Implementation of Prenatal and Newborn Screening, Diagnosis, and Treatment at the Provincial Level
Pursuant to Clause 1, Article 14 of the Guidelines for Organizing the Implementation of Prenatal and Newborn Screening, Diagnosis, and Treatment issued together with Decision 1807/QD-BYT in 2020, the provisions for organizing the implementation of prenatal and newborn screening, diagnosis, and treatment at the provincial level are as follows:
Management Agency
The Department of Health (Department of Population - Family Planning) manages, directs, coordinates, supervises, and inspects all activities of the prenatal and newborn screening, diagnosis, and treatment program within the province or city.
How are the agencies implementing the guidelines for organizing prenatal and newborn screening, diagnosis, and treatment at the provincial level regulated?
Pursuant to Clause 2, Article 14 of the Guidelines for Organizing the Implementation of Prenatal and Newborn Screening, Diagnosis, and Treatment issued together with the above Decision, the agencies implementing the guidelines for organizing prenatal and newborn screening, diagnosis, and treatment at the provincial level include:
Provincial or city Obstetrics Hospitals or Obstetrics-Pediatrics Hospitals; provincial or city prenatal and newborn screening and diagnosis centers; Obstetrics Department of provincial or regional General Hospitals; provincial or city Centers for Disease Control; specialized hospitals, relevant medical examination and treatment facilities are responsible for:
a) Organizing and implementing activities for propaganda, mobilization, education, and counseling on prenatal and newborn screening, diagnosis, and treatment within the province;
b) Organizing professional and technical training on prenatal and newborn screening, diagnosis, and treatment for service providers within the province;
c) Conducting prenatal screening tests (ultrasound, biochemistry) to detect suspected cases for referral to higher levels. In case of confirmed diagnosis (such as anencephaly, severe hydrocephalus, neural tube defect…), handling according to the technical level regulations;
d) Collecting blood samples of newborns to conduct screening tests for metabolic disorders and endocrine, genetic diseases;
dd) Directing, supervising, and providing technical support for lower levels;
e) Compiling statistics, aggregating, and reporting according to regulations.
