Is it mandatory to present the household registration book to buy residential electricity?
Based on the provisions of Clause 1, Article 11 of Decree 137/2013/ND-CP, the conditions for signing a residential electricity purchase contract include:
- The electricity buyer must have full civil conduct capacity as prescribed by law and a request form for electricity purchase accompanied by a copy of one of the following documents: Permanent residence booklet, or temporary residence booklet; house ownership certificate or house allocation decision; valid house purchase contract; house rental contract with a term of 01 year or more; land use right certificate (with housing on the land); notarized or authenticated house management and use authorization contract;
- The electricity seller must have a distribution grid capable of supplying electricity to meet the needs of the electricity buyer.
According to this provision, to sign a residential electricity purchase contract, the electricity buyer must have a request form for electricity purchase accompanied by a copy of the permanent residence booklet or temporary residence booklet. In the absence of these two types of documents, a house purchase or rental contract, etc., can be used as a substitute.
Thus, in the case where your family does not have a permanent residence booklet at the rented place but has a temporary residence booklet and meets the above conditions, you are still eligible to sign a residential electricity purchase contract.
