Pursuant to Article 3 of Decision 05/2020/QD-TTg regulating the principles of flood warning levels:
Article 3. Principles of flood warning levels
- Flood warning levels are the classification of flood intensity. Each flood level is determined through a corresponding water level value stipulated at hydrological stations on rivers and streams, reflecting the danger level of the flood as well as the degree of flooding caused by the flood.
- Flood warning levels are divided into three levels based on the characteristics, flood water level, and the impact of flooding on dike safety, river banks, riverbeds, structures, and the socio-economic life in the area.
As such, flood warning levels are divided into three levels based on the characteristics, flood water level, and the impact of flooding on dike safety, river banks, riverbeds, structures, and the socio-economic life in the area.
Specifically, the flood warning levels are as follows:
- Flood Warning Level 1: River and stream water levels rise, beginning to cause slight flooding in low-lying areas. There is a threat to the safety of some areas, but it is not yet severe.
- Flood Warning Level 2: The flood continues to rise, causing widespread flooding, affecting flat areas, except for those commune-level towns and cities protected by dikes. This condition increases the risk of erosion of dikes, bridges, and riverbanks.
- Flood Warning Level 3: This is the most dangerous flood level, with water levels very high, causing comprehensive flooding, including in cities. There is a severe risk to the infrastructure and safety of the river dike system.

Pursuant to Article 22 of Law on hydrometeorology 2015 regulating forms of hydrometeorological bulletin under the law in Vietnam:
Article 22. Forms of hydrometeorological bulletin under the law in Vietnam
1. Forms of hydrometeorological bulletin under the law in Vietnam:
a) Weather, hydrological, and marine forecast bulletins;
b) Meteorological and hydrological disaster forecast and warning bulletins;
c) Climate and water source forecast bulletins;
d) Thematic forecast bulletins as requested by users;
dd) hydrometeorological bulletins in accordance with international treaties to which the Socialist Republic of Vietnam is a member.
2. Time limits for meteorological and hydrological forecasts and warnings:
a) Very short-term;
b) Short-term;
c) Medium-term;
d) Long-term;
dd) Other terms.
- The Minister of Natural Resources and Environment shall provide detailed regulations for this Article.
Thus, the forms of hydrometeorological bulletins are as follows:
- Weather, hydrological, and marine forecast bulletins
- Meteorological and hydrological disaster forecast and warning bulletins
- Climate and water source forecast bulletins
- Thematic forecast bulletins as requested by users
- hydrometeorological bulletins in accordance with international treaties to which the Socialist Republic of Vietnam is a member

1. Requirements for hydrometeorological investigation and survey:
a) Investigations and surveys using state budget funds must follow approved programs and plans; the results of investigations and surveys must be quality assessed;
b) Observation and measurement in investigations and surveys must comply with technical standards and professional processes.
2. Content of hydrometeorological investigation and survey:
a) Determine the location of points, stations, and survey areas on land or coordinate grids of points, stations surveyed on the sea;
b) Construct temporary meteorological and hydrological structures serving the purpose of investigations and surveys (if any);
c) Observe and measure meteorological and hydrological elements, other related factors, and the topography of the surveyed area;

- Calculate and restore the characteristics and developments of occurred meteorological and hydrological disasters in the surveyed area
