c) of 80 years of age or older, not specified under Clause a of this Clause and receiving no pension, monthly social security benefits or monthly social benefits; or
d) living in poor households, having no individuals with obligations and rights to care for, inadequate to live in community, adequate to be admitted to social support facilities and receiving care, nurture in community.

As regulated above, following elder entities are eligible for monthly social benefits in Vietnam:

Pursuant to Article 17 of the Law on the Elderly in 2009 stipulating persons entitled to social patronage policies:
Persons entitled to social patronage policies
1. The elderly of poor households without persons having the care-taking obligations and rights or with persons having the care-taking obligations and rights who however, currently enjoy monthly social relief allowances.
2. Persons aged full 80 or over other than those defined in Clause 1 of this Article who have no pensions, monthly social insurance allowances or monthly social relief allowances.
As regulations above, people are eligible to social patronage policies if they are not persons aged full 80 or over of poor households without persons having the care-taking obligations and rights or with persons having the care-taking obligations and rights who however, currently enjoy monthly social relief allowances; who have no pensions, monthly social insurance allowances or monthly social relief allowances.
What are the State's policies towards the elderly in Vietnam?
Pursuant to Article 4 of the Law on the Elderly in 2009 stipulating the State's policies towards the elderly in Vietnam:
- To allocate appropriate annual budgets for the realization of policies to take care of and bring into full play the role of the elderly.
- To provide social patronage to the elderly under this Law and other relevant laws.
- To incorporate policies for the elderly into policies on socio-economic development.
- To develop gerontology so as to meet the elderly's medical examination and treatment needs; to train personnel to take care of the elderly.
- To encourage and create conditions for the elderly to do physical exercises; to participate in learning, cultural and spiritual activities: to live in a safe environment and be respected in dignity; to bring into play their role in the cause of national construction and defense.
- To encourage and support agencies, organizations and individuals in carrying out propaganda on and education about the sense of respect for and gratitude to the elderly, taking care of and bringing into full play the role of the elderly.
- To commend agencies, organizations and individuals that record outstanding achievements in taking care of and bringing into full play the role of the elderly.
- To strictly handle agencies, organizations and individuals that commit acts of violating this Law and other relevant laws.
