GENERAL RULES
Article 1. Legal basis
The establishment of the Project Management Board is based on the following legal bases:
1. Decree No. .../2021/ND-CP dated ... month ... 2021 of the Government on management and use of official development assistance (ODA) capital and concessional loans from developers foreign funding.
2. Functions, tasks and powers of the governing body and project owner.

TERMS ENFORCEMENT
Article 16. Effect
1. This Regulation takes effect from the date of signing for promulgation.
2. The tasks of program and project management and implementation that are not specified for the Project Management Board in this Regulation shall be performed by the governing body or by the project owner in accordance with current regulations.
3. Directors of Project Management Board, Heads of affiliated units (Project Owners) are responsible for implementing this Regulation. During the implementation process, if any difficulties or problems arise, the Director of the Project Management Board is responsible for proposing to (Project Owner) to consider, adjust, supplement and amend this Regulation.

IV. FACTORS AFFECTING THE RESULTS OF THE PROGRAM AND PROJECT
List the factors that affect the results of the program or project implementation:
