What is assessment of implementation of regular state budget expenditure and revenue in 2022 in Vietnam?

In Article 6 of Circular 47/2022/TT-BTC (effective from September 12, 2022), assessment of implementation of regular state budget expenditure and revenue in 2022 is as follows:

1. The situation of allocation, assignment of estimates and implementation of recurrent expenditure estimates in the first 6 months of the year, the possibility of implementing the whole year 2022 is expected in detail according to each assigned expenditure field, in which in addition to assessing Evaluate spending tasks according to the estimate, focus on clarifying the implementation of policies to support COVID-19 prevention and control and support employees and employers facing difficulties due to the COVID-19 pandemic.

For security and defense spending tasks, the mechanism of using state budget recurrent expenditures shall be applied according to the approval of competent authorities, agencies and units to evaluate the implementation according to regulations.

2. Results of implementation of goals, tasks, programs, schemes and major projects from recurrent expenditures of the state budget in the first 6 months of the year, expected in 2022; difficulties and problems and propose measures to deal with mechanisms and policies in the implementation organization, specifically:

a) Review and determine the termination or invalidation of tasks, policies, and regimes; recommendations to supplement, amend tasks, policies and regimes that are not suitable with reality.

b) The situation of downsizing, renovating and reorganizing the apparatus: Results achieved in the first 6 months of the year, estimated for the whole year of 2022 and accumulated until the end of 2022, detailed by each goal, tasks in Resolution No. 18-NQ/TW dated October 25, 2017 of the 6th Conference of the 12th Central Committee (Resolution No. 18-NQ/TW ), Conclusion No. 28-KL/TW dated February 21, 2022 of the Politburo (Conclusion No. 28-KL/TW) on the payroll situation and restructuring of the contingent of cadres, civil servants and public employees and related documents of the Government and the Prime Minister; which focuses on assessing the degree of completion of the set goals: the number of staff reductions, the reduction of focal points in organizational apparatus (for the cases in which the assessment has not been completed by the end of 2022, the objectives stated in the Conclusions, In the above resolution, the agencies and units specifically explain difficulties, problems and causes); the amount of state budget funds saved by reducing payrolls and reducing organizational structure, of which the amount is used to carry out wage reform; the amount of funds to be allocated from the state budget to implement the policy of downsizing the payroll according to the Government's regulations.

c) Implement the renovation of the public non-business sector:

- The results of the arrangement, renovation of the system, management and improvement of the quality and operational efficiency of public non-business units according to Resolution No. 19-NQ/TW dated October 25, 2017 of the first Conference Friday, the 12th Central Executive Committee (Resolution No. 19-NQ/TW), Decree No. 60/2021/ND-CP dated June 21, 2021 of the Government on the financial autonomy mechanism of public service units. public industry (Decree No. 60/2021/ND-CP ) in the first 6 months, estimated for the whole year 2022 and accumulated until the end of 2022; in which: a specific assessment of the implementation of the public administrative service price and fee schedule as prescribed in Article 5 of Decree No. 60/2021/ND-CP, cases with other routes, especially medical examination and treatment services at public medical examination and treatment establishments, education and training services and vocational education at educational and training institutions. public professions, agencies and units shall report in detail the expected level to be achieved by the end of 2022, explain the causes, progress of reporting and approval of competent authorities (if any); on that basis, evaluate in detail the implementation of each goal in Resolution No. 19-NQ/TW (specifically, the estimated number and degree of autonomy of each unit; each financial source (state budget, source of financial resources of non-business revenue, each expenditure task for each unit, each non-business field; the total number of payrolls and the number of payrolls receiving salaries from the state budget by each non-business field by 2022).

- The impact of the arrangement, renovation and improvement of the autonomy of public non-business units on the allocation of state budget by sector in 2022, accumulated until the end of 2022 and the use of funds State budget is set aside from improving the autonomy of public non-business units; difficulties, problems and recommendations.

d) The performance of recurrent expenditure tasks in 2022 by state administrative agencies that are enjoying a specific financial mechanism according to current regulations, in detail: salary fund (including salary and grade levels, allowances salary contribution and salary increase according to specific mechanism - if any); professional and professional expenses, detailed according to each funding source (state budget source, retained fee source, professional revenue, other lawful sources).

dd) Evaluation of the results of the implementation of recurrent expenditure tasks in 2022 from fees and public non-business revenues that are left unrecorded in the state budget balance; Other lawful sources of agencies and units according to regulations and details of expenditure fields.

e) Evaluate the performance of the task of providing rent support to employees who have an employment relationship, are renting, staying in, or working in industrial parks, export processing zones, and key economic areas according to regulations on Resolution No. 43/2022/QH15 and Resolution No. 11/NQ-CP.

Ministries and branches managing national reserves assess the implementation of the plan and tasks of spending on national reserves in the first 6 months of the year, the ability to implement the whole year 2022, detailing each purchase and sale content, import, export, alternate goods exchange and national reserve operations, the national reserve level is expected at the end of 2022; the formulation, modification and supplementation of economic-technical norms of national reserve goods; advantages, difficulties and obstacles arising during the implementation of the 2022 plan.
