What is a Charter Flight? Cases of Exemption from Aviation Service Fees
1. What is a special flight?
According to Clause 6, Article 3 of Circular 53/2019/TT-BGTVT, this content is regulated as follows:
A special flight includes special flights of Vietnam and special flights from abroad as regulated by the law on ensuring special flights.
2. Cases where aviation service fees are not charged?
Based on Article 6 of Circular 53/2019/TT-BGTVT, the cases where aviation service fees are not charged are as follows:
- Subjects exempt from take-off and landing service fees: service for managing flights to and from, and service for managing flights over the flight information region managed by Vietnam
+ Special flights (excluding special flights combined with commercial transport).
+ Official duty flights.
+ Search and rescue flights, flights transporting humanitarian aid, flood, and disaster relief, and other humanitarian missions.
+ Flights that have to return to landing within 30 minutes after take-off for any reason.
- Subjects exempt from aviation security service fees:
+ Diplomatic courier shipments, humanitarian aid.
+ Goods and spare parts exported for repair and materials, items of airlines serving the flight (excluding duty-free goods on flights).
+ Passengers on flights exempt from service fees under Clause 1 of this Article.
+ Transit passengers within 24 hours (excluding transit passengers on domestic-international connecting flights and vice versa): applicable only when the arrival and departure segments from Vietnam are issued on the same passenger and luggage ticket.
+ Crew members (even in cases of transferring airports).
+ Children under 02 years old: counted from the time of departure of the first segment.
- Subjects exempt from passenger service fees:
+ Passengers on flights exempt from service fees under Clause 1 of this Article.
+ Transit passengers within 24 hours (excluding transit passengers on domestic-international connecting flights and vice versa): applicable only when the arrival and departure segments from Vietnam are issued on the same passenger and luggage ticket.
+ Crew members (even in cases of transferring airports).
+ Children under 02 years old: counted from the time of departure of the first segment.
