What are regulations on gifts for people with merit to the revolution on Lunar New Year 2024 in Vietnam?

On December 26, 2023, the President of Vietnam signed Decision 1583/QĐ-CTN in 2023 on presenting gifts to people with merits in the revolution during the 2024 Tet holiday.

According to Decision 1583/QĐ-CTN in 2023, there are two levels of gift for people with merits in the revolution during the 2024 Lunar New Year, specifically:

Level 1 gift of VND 600,000 is given to:

[1] People with merits in the revolution:

- People, who participated in the revolution before January 1, 1945, are currently receiving monthly preferential allowances.

- People, who participated in the revolution from January 1, 1945 to the August Revolution of 1945, are currently receiving monthly preferential allowances.

- Vietnamese Mothers of Heroes who are currently receiving monthly preferential allowances.

- Heroes of the People's Armed Forces of Vietnam, Heroes of Labor during the resistance period who are currently receiving monthly preferential allowances.

- War invalids, people enjoying the same policies as war invalids, war invalids of type B, soldiers with a disability rate of 81% or more who are currently receiving monthly preferential allowances.

- People who participated in the resistance against chemicals with a disability rate of 81% or more who are currently receiving monthly preferential allowances.

- People who helped the revolution who are currently receiving monthly support allowances.

[2] Relatives of martyrs who are currently receiving monthly allowance for foster care; relatives of two or more martyrs who are currently receiving monthly allowance.

Level 2 gift of VND 300,000 is given to:

[1] People with merits in the revolution:

- War invalids, people enjoying the same policies as war invalids, war invalids of type B, soldiers with a disability rate of 80% or less who are currently receiving monthly preferential allowances. War invalids who are receiving the disability pension.

- People who participated in the resistance against chemicals with a disability rate of 80% or less who are currently receiving monthly preferential allowances.

- People who participated in the revolution, the resistance, the defense of the Fatherland, performed international duties and were captured by the enemy, imprisoned.

- People who helped the revolution who are currently receiving monthly preferential allowances.

[2] Representatives of relatives of martyrs.

[3] People who worship martyrs (in case the martyr has no relatives).

What preferential regimes are war invalids in Vietnam entitled to?

According to Article 27 of the Ordinance on Benefits for People with Merits in the Revolution in 2020, the preferential regimes for war invalids are as follows:

[1] Monthly allowance and supplement for war invalids:

- Monthly allowance based on the disability rate;

- Allowance for caregivers for war invalids with a disability rate of 81% or more living with their families;

- Monthly supplement for war invalids with a disability rate of 81% or more;

- Special monthly supplement for war invalids with a disability rate of 81% or more who have a particularly serious illness. War invalids who are entitled to a special monthly supplement are not entitled to a monthly allowance.

[2] Health insurance.

[3] Rehabilitation two years a year; in case the disability rate is 81% or more, rehabilitation is provided every year.

[4] Provision of necessary assistive devices, orthotics, assistive devices, and rehabilitation equipment as prescribed by the rehabilitation and rehabilitation center of the labor, invalids and social affairs sector or by the provincial hospital or above;

[5] Support for improving housing based on merit, circumstances of each person or when there are difficulties with housing;

[6] Exemption or reduction of land use fees when the State is granted land for housing, converted land use for housing, recognized land use rights for housing, or when purchasing housing owned by the State;

[7] Priority in granting or leasing land, water, and sea water; priority in contracting to protect and develop forests;

[8] Priority lending for production and business;

[9] Exemption or reduction of taxes according to the law.

What preferential regimes are people who participated in the revolution in Vietnam, did international duties and were captured by the enemy entitled to?

According to Article 33 of the Ordinance on Benefits for People with Merits in the Revolution in 2020, the preferential regimes for people who participated in the revolution, resistance, defense of the Fatherland, and performed international duties who were captured by the enemy and imprisoned are as follows:

- Award of a commemorative medal.

- Monthly allowance.

- Health insurance.

- Rehabilitation two years a year.

- Provision of necessary assistive devices, orthotics, assistive devices, and rehabilitation equipment as prescribed by the rehabilitation and rehabilitation center of the labor, invalids and social affairs sector or by the provincial hospital or above;

- Support for improving housing based on merit, circumstances of each person or when there are difficulties with housing;

- Exemption or reduction of land use fees when the State is granted land for housing, converted land use for housing, recognized land use rights for housing, or when purchasing housing owned by the State;
