Pursuant to Article 4 of Circular 29/2022/TT-BGTVT stipulating principles of building economic - technical norms of public non-business services using the state budget in Vietnam as follows:
1. Comply with national technical standards and regulations, technical regulations and technical processes announced and promulgated by competent state agencies for the performance of public non-business services, ensuring the integrity advanced, unified and inherited.
2. Be built on scientific and technological achievements ensuring stability in a certain time and in accordance with practical requirements.
3. Be built according to each individual product or service or a group of products and services that are similar in content, implementation process, similar in nature, means, and order of performance of work items. of public products and services; This group of services shall be determined by the agency in charge of elaborating economic - technical norms and must be clearly explained in the process of elaborating economic - technical norms.
4. Ensure the consistency in the construction of economic - technical norms, to meet the requirements of the State management of public administrative services of the Ministry of Transport.
5. Ensure the correctness, completeness, suitability and efficiency in the management and performance of public non-business services.
What are bases for elaboration of economic - technical norms of public non-business services using the state budget in Vietnam?
Pursuant to Article 5 of Circular 29/2022/TT-BGTVT stipulating bases for elaboration of economic - technical norms of public non-business services using the state budget in Vietnam as follows:
1. National technical standards and regulations, technical processes, technological processes, design documents and technical documents of manufacturers.
2. Current regulations on working regimes of employees.
3. Actual conditions of operation of the units in terms of human resources, physical foundations, equipment, technical infrastructure, financial resources, and land; capacity and level of organization to provide public non-business services of the unit.
4. Statistics, actual survey data and relevant documents.
5. Economic - technical norms, the process of determining the specialized economic - technical norms have been promulgated to determine the consumption level for each job or group of jobs.
6. The list of public non-business services funded by the state budget is promulgated by a competent agency.
What are methods of building economic - technical norms of public non-business services using the state budget in Vietnam?
Pursuant to Article 6 of Circular 29/2022/TT-BGTVT stipulating methods of building economic - technical norms of public non-business services using the state budget in Vietnam as follows:
1. Statistical and synthetic method: is the method based on annual statistics or in reporting periods (statistical data must ensure reliability and legality for a period of at least three consecutive years before the time of elaboration of economic - technical norms) and based on actual experience or comparative parameters to develop economic - technical norms.
2. Comparative method is a method based on the norms of equivalent work and products performed in reality to build economic - technical norms.
3. Standard method is a method based on standards and regulations of law on working time, rest regime, consumption of machinery and equipment to establish labor norms, norms of machinery and equipment for each job or group of jobs.
4. Methods of empirical analysis is to organize surveys and experiments according to each work process and content; based on survey and experimental results to analyze and calculate each element constituting the norm.
5. General method is a method that combines the two methods specified in Clauses 1, 2, 3, 4 of this Article.
