Torn Voluntary Blood Donation Certificate: Is Free Blood Transfusion Offered?
According to Article 5 of Circular 182/2009/TT-BTC, which stipulates the reimbursement of blood and blood components for voluntary blood donors as follows:
Voluntary blood donors, in cases where they need blood transfusion at public medical facilities, are exempted from paying for blood and blood components up to the amount equivalent to the blood and blood components they have donated as indicated by the Certificate of Voluntary Blood Donation. For patients participating in health insurance, the Social Insurance Agency is responsible for paying this cost to public medical facilities; for patients not participating in health insurance, the state budget will allocate this expense to public medical facilities according to the current state budget management decentralization.
Section 6 Regulations on issuance, management, and utilization of the Certificate of Voluntary Blood Donation under Decision 1995/2004/QD-BYT
The Certificate of Voluntary Blood Donation is no longer valid for free blood transfusions once the donor has received free blood transfusions equal to the amount of blood they donated (as confirmed by the medical facility on the Certificate) or if the Certificate is torn, damaged, or altered.
Therefore, voluntary blood donors will receive free blood transfusions equivalent to the amount of blood they donated when the donors themselves need blood. To receive a free blood transfusion, the Certificate of Voluntary Blood Donation must be presented. However, since you have torn the certificate, it is no longer valid for use. Consequently, you are not eligible for a free blood transfusion.
