The latest on-demand medical examination and treatment price bracket in 2023 in Vietnam
On June 29, 2023, the Ministry of Health has just issued Circular 13/2023/TT-BYT with regulations on price brackets and methods of pricing on-demand medical examination and treatment services provided by state-owned medical examination and treatment establishments.
From August 15, 2023, the price bracket for medical examination and treatment on request will apply the following rates:

- Price bracket for on-demand medical examination services (excluding screening, imaging, diagnostics, testing and procedures services)

Who has the authority to approve specific prices for medical examination and treatment services on request?
Pursuant to Article 6 of Circular 13/2023/TT-BYT, the authority to approve specific prices for medical examination and treatment services upon request is as follows:
(1) For on-demand medical examination and treatment services formed from joint venture, association and form of public-private partnership (PPP):
The price of medical examination and treatment services on request is the price proposed in the project on using public property for the purpose of joint venture or PPP project approved by the competent authority, in which:
- The Minister of Health approves the scheme of using public property for the purpose of joint venture or PPP project of the units under the Ministry of Health;
- Ministers and heads of central agencies shall approve projects on the use of public assets for joint venture purposes or PPP projects of units under the management of ministries and branches;
- Provincial-level People's Committees shall approve schemes on using public property for the purposes of joint ventures or PPP projects of units in the area under their management, except for the units specified at Points a and Point b of this Clause.
(2) For on-demand medical examination and treatment services formed from borrowed capital or mobilized capital:
- The Minister of Health shall approve specific prices for medical examination and treatment services at the request of units under the Ministry of Health which have been classified autonomously into groups 3 and 4;
- For ministries and branches under management: Ministers, heads of central agencies shall approve joint venture projects or PPP projects of units under the management of ministries and branches;
- Provincial-level People's Committees approve specific prices for medical examination and treatment services at the request of units in the area, except for the units specified in Points a, b and d Clause 1 of this Clause;
- Heads of public non-business units under the Ministry of Health approve specific prices for medical examination and treatment services at the request of the unit in case the unit has been classified autonomously by the competent authority into group 1, group 2.
(3) For the price of medical examination and treatment services on request that do not use the state budget and do not fall into the two cases above:
The head of the unit approves the specific price for medical examination and treatment services at the request of the unit in Clause 2, Article 6 of Decree No. 60/2021/ND-CP.
What services do on-demand medical examination and treatment services in Vietnam include?
Pursuant to Article 2 of Circular 13/2023/TT-BYT stipulating on-demand medical examination and treatment services in Vietnam as follows:
Types of medical examination and treatment services on request
1. On-demand medical examination and treatment services provided at state-owned medical examination and treatment establishments, including:
a) Medical examination;
b) Treatment bed;
c) Medical technical services at the request of service users.
2. On-demand medical examination and treatment services provided at home by state-owned medical examination and treatment establishments: Comply with the Circular No. 21/2019/TT-BYT dated August 21, 2019 of the Minister of Health provides guidance on family medicine activities.
Thus, there are 02 types of medical examination and treatment services on demand, including:
- Medical examination and treatment services on request provided at state-owned medical examination and treatment establishments.
- On-demand medical examination and treatment services provided at home by state-owned medical examination and treatment establishments
Note: Circular 13/2023/TT-BYT takes effect from August 15, 2023.
