What are the regulations on the preparation of construction technical plans and cost estimates for the bomb, mine, and explosive clearance in Vietnam?

Under Article 16 of the Technical Procedures for Investigation, Survey, and Clearance of Bombs, Mines, and Explosives in Vietnam issued together with Circular 121/2021/TT-BQP (Effective from November 5, 2021), the regulations on the preparation of construction technical plans and cost estimates for the bomb, mine, and explosive clearance in Vietnam are as follows:

1. The construction plan must clearly define the tasks, related situational characteristics; the volume of construction; construction organization measures, technical solutions, technical procedures, standards, applicable technical regulations, quality management processes applied; equipment usage; construction schedule; assurance work; and recommendations.

In cases where the area has terrain and bomb, mine, and explosive signal density in areas heavily magnetized, pre-landing bomb dump zones, or areas with chemically toxic munitions, a specialized construction plan is required.

2. The content of the bomb, mine, and explosive clearance technical plan includes:

a) Current state of the area, acreage, level of bomb, mine, and explosive contamination, and relevant documents for determining suspected contaminated areas.

b) Layout diagram of the construction area.

c) Map with a scale of 1/500 to 1/5000 identifying the contaminated area post-survey.

d) Technical drawings, and schematics showing the technical solutions for tasks requiring special design (deep excavation pits, temporary supports, additionally manufactured equipment, floating stations, temporary shelters).

dd) Explanation of the technical construction plan, standards, regulations, and procedures applied; use of manpower and construction equipment; collection and disposal plan for collected bombs, mines, and explosives; logistical support plan; safety measures, and environmental impact assessment as per regulations.

3. Bomb, mine, and explosive clearance cost estimates include material costs; labor costs; costs for machinery and equipment, taxes, fees, and other costs as per regulations.
