Norms for allocation of central budget capital to the National Target Program for New Rural Construction in the 2021-2025 period for ministries, branches and provinces in Vietnam

Pursuant to Clause 1 Article 6 of the Decision 07/2022/QĐ-TTg (effective from 10/05/2022) stipulating norms for allocation of central budget capital to the National Target Program for New Rural Construction in the 2021-2025 period for ministries, branches and provinces in Vietnam as follows:

Based on the total central budget capital of the Program assigned by competent authorities and the principles, criteria and allocation coefficients specified in this Decision to allocate to the provinces; allocate capital to ministries and central agencies to implement the Program's objectives and tasks.

Norms for allocation of central budget capital to the National Target Program for New Rural Construction in the 2021-2025 period at the provinces in Vietnam

Pursuant to Clause 2 Article 6 of the Decision 07/2022/QĐ-TTg (effective from 10/05/2022) stipulating norms for allocation of central budget capital to the National Target Program for New Rural Construction in the 2021-2025 period at the provinces in Vietnam as follows:

Based on the total amount of capital supported from the central budget announced by the competent authorities and the actual conditions of each province, the People's Committees of the provinces shall develop the objectives, tasks and capital allocation plans, the plan to integrate capital sources as prescribed to implement the Program's objectives and tasks in the locality and submit it to the People's Council of the same level for decision, ensuring that there is no overlap or duplication of the area, scope, investors with the national target program for socio-economic development in ethnic minority and mountainous areas, the national target program for sustainable poverty reduction, in order to strive to accomplish the goals of the approved Program, specifically:

a) Regarding the development investment capital plan: Based on the goal of striving for the implementation of the Program up to 2025 and actual conditions, the provinces shall develop principles, criteria, capital allocation norms for districts and communes to ensure that the total development investment capital allocated to communes and districts in the whole period of 2021 - 2025 is implemented according to the principles of priority and support specified in Clause 3, Article 3 of this Decision; allocating capital for the implementation of thematic programs; ADB loan program (if any); supporting the implementation of the Program on support for collective and cooperative economic development for the period of 2021 - 2025 approved in Decision No. 1804/QD-TTg dated November 13, 2020 of the Prime Minister; The scheme on selecting, completing and replicating an effective new-type cooperative model in localities across the country in the period of 2021 - 2025 has been approved in Decision No. 167/QD-TTg dated February 3, 2021 of the Prime Minister.

b) For the plan of non-business capital supported from the central budget: Based on the guidance on the implementation of the program's components, the Provincial People's Committee shall develop a plan to allocate specific support funds for all levels (provinces, districts, communes), branches to effectively deploy the allocated capital and complete the objectives, in the order of priority as follows:

Allocating capital for implementation and implementation at the provincial and district levels for the following contents: Improving the efficiency of agricultural restructuring and rural economic development, in which, focusing on: Supporting economic development agricultural economy in the direction of ecological agriculture, circular economy associated with linkages along the value chain; building and developing concentrated raw material areas, synchronously mechanizing, improving capacity for processing and preserving agricultural products according to production linkage models according to value chains; implementation of the program, one product per commune; rural tourism development; improve the operational efficiency of agricultural cooperatives associated with value chain linkages; vocational training for rural workers in association with market demand; promote and develop start-up models, creativity in the countryside; promoting digital transformation in new rural construction; improve environmental quality, build bright, green, clean, beautiful and safe rural landscape; improve the health and nutrition of women and children; raise awareness and change thinking of officials at all levels and people on rural economic development and new rural construction; communication on new rural construction, etc; allocating capital for the implementation of thematic programs; supporting the implementation of the Program on support for collective and cooperative economic development for the period of 2021 - 2025 approved in Decision No. 1804/QD-TTg dated November 13, 2020 of the Prime Minister; Project selection, completion, replicating the effective new model of cooperatives in localities across the country for the period of 2021 - 2025 approved in Decision No. 167/QD-TTg dated February 3, 2021 of the Prime Minister; allocate funds for the operation of program-directing agencies at all levels in their localities according to regulations. The rest of the non-business capital will be allocated directly to the communes to implement the Program's contents at the commune level.
