Issuance of Circular on Examination, Issuance, Management, and Revocation of Price Appraisal Expert Card
On May 16, 2024, the Minister of Finance issued Circular 34/2024/TT-BTC regulating the examination, issuance, management, and revocation of the Price Appraisal Expert Card.
The subjects of application of Circular 34/2024/TT-BTC include:
- Individuals participating in the examination for the issuance of the Price Appraisal Expert Card as stipulated in Clause 2, Article 44 of the Price Law 2023.- Individuals who have been issued a Price Appraisal Expert Card.- The Examination Council for the issuance of the Price Appraisal Expert Card and the Support Team of the Council.- Other organizations and individuals related to the examination, issuance, management, and revocation of the Price Appraisal Expert Card.
What does the dossier for registering for the price appraisal expert examination for those who do not have a Price Appraisal Expert Card include?
Article 3 of Circular 34/2024/TT-BTC specifies the dossier for registering for the price appraisal expert examination for those who do not have a Price Appraisal Expert Card, including:
(1) Registration form with photo attached;
(2) Certified copy of the certificate of training in price appraisal expertise suitable for the professional field of the exam issued by a competent organization, except for cases possessing document (3):
(3) Certified copy of diploma in the field of pricing or appraisal (if there is no certified copy of the training certificate in price appraisal expertise as mentioned in item (2)).
If the diploma does not clearly state the field of pricing or appraisal, the candidate must additionally submit a certified copy of the transcript showing that they have studied these fields;
(4) Certified copy of a university degree or higher (in fields other than pricing or appraisal), except for cases with a certified copy of a university degree or higher in the field of pricing or appraisal;
(5) Two (2) color photos (4x6cm) taken within 06 months up to the time of submission of the dossier.

How will candidates violating the price appraisal expert examination rules be handled?
Article 17 of Circular 34/2024/TT-BTC specifies the handling of violations by candidates as follows:
Handling of violations by candidates
The specific acts of violations by candidates are stipulated in the examination rules for each examination, as decided by the Chairman of the Examination Council.
Candidates violating the examination rules must have a report made by the invigilator with the signatures of both the invigilator and the candidate. After making the report and publicly announcing it in the examination room, the invigilator must immediately report to the Head of the Examination Center. In case the candidate refuses to sign the report, the report with the signature of the invigilator only still holds legal value.
Reprimand: The reprimand is issued by the invigilator with a report and a public announcement in the examination room. The candidate reprimanded in a specific exam will have 1/4 (25%) of the score of that exam deducted.
Warning: The warning is issued by the invigilator with a report, confiscation of any evidence (if any), clearly stating the handling method in the report, and a public announcement in the examination room. The candidate warned in a specific exam will have 1/2 (50%) of the score of that exam deducted.
5. Suspension from the exam: The suspension is issued by the invigilator with a report, confiscation of any evidence (if any), reporting to the Head of the Examination Center for decision and public announcement in the examination room. The candidate suspended from the exam in a specific examination will have the score of that exam recorded as (0). The candidate suspended from the exam must leave the examination room immediately after the announcement of the decision by the Head of the Examination Center; they must submit the exam paper and the completed test. The candidate suspended from the exam is allowed to continue taking the exams not yet taken as registered, the completed exams are scored and retained as per the regulations.
- Cancellation of exam results
The Chairman of the Examination Council considers and decides to cancel the exam results based on the proposal of the invigilator and the Head of the Examination Center. The candidate whose exam results are canceled will be deprived of the right to participate in the two subsequent exams or, depending on the severity of the violation, will be considered for criminal liability by competent authorities as per the law. The decision to cancel exam results applies to candidates with the following violations:
a) Acts of aggression or threats towards the responsible exam officials or other candidates;
b) Causing disruption and loss of security and order within the examination area, causing serious consequences for the examination;
c) Fraudulent exam registration, taking an exam on behalf of others, or having someone else take the exam for them.
- Candidates have the right to report those who violate the exam rules to the invigilators, Head of the Examination Center, or the Examination Council.
Thus, candidates violating the price appraisal expert examination rules and getting suspended will be handled as follows:
- The candidate suspended from the exam in a specific examination will have the score of that exam recorded as (0).- The candidate suspended from the exam must leave the examination room immediately after the announcement of the decision by the Head of the Examination Center; they must submit the exam paper and the completed test.- The candidate suspended from the exam is allowed to continue taking the exams not yet taken as registered, the completed exams are scored and retained as per the regulations.
