Is There a Fee for Changing to a Yellow License Plate?
According to Article 5 of Circular 229/2016/TT-BTC, the registration fee and license plate issuance fee are stipulated as follows:

Thus, according to the above regulations, in the case where you are in Ho Chi Minh City and switch to a yellow license plate while being issued a registration certificate, the fee is 150,000 VND.
Additionally, please note: According to Clause 2 Article 26 of Circular 58/2020/TT-BCA regulations, vehicles that are operating in transportation business before the effective date of this Circular must switch to a yellow background license plate with black letters and numbers before December 31, 2021.
