Husband Missing: Is the Wife Entitled to Monthly Social Allowance?
Based on Clause 4, Article 5 of Decree 136/2013/ND-CP which stipulates the subjects entitled to monthly social allowances:
Persons belonging to poor households who do not have a husband or wife; whose husband or wife has died; whose husband or wife is missing according to legal regulations and is raising a child under 16 years of age or raising a child from 16 to 22 years of age but that child is attending general education, vocational training, professional secondary education, college, or undergraduate education (hereinafter collectively referred to as poor single parents raising children).
Thus, according to the above regulation, a family belonging to a poor household where the husband is missing and raising a small child of 6 years old, the wife is entitled to a monthly social allowance.
