Article 20 of Circular 34/2024/TT-BTC stipulates the issuance of valuation appraiser cards as follows:
Issuance of valuation appraiser cards
Candidates who have registered to take the exam online at the Online Public Service Portal of the Ministry of Finance and have passed the required subjects must submit (paper-based) documents specified in Clause 1 or Clause 2 of Article 3 of this Circular to the Examination Council for the validity review of the documents.
No later than 30 days after announcing the re-marked exam results, the Ministry of Finance or the unit under the decentralization of the Ministry of Finance shall decide to issue the valuation appraiser card to the candidates who have passed the exam in accordance with Article 14 of this Circular. The form of the decision to issue the valuation appraiser card is specified in Appendix III attached to this Circular.
The valuation appraiser card is issued directly to the person granted the card or to the person authorized to receive the card. The valuation appraiser card is not reissued. The form of the valuation appraiser card is specified in Appendix IV and Appendix V attached to this Circular.
In case the person granted the valuation appraiser card loses it, has it burnt, or destroyed due to natural disasters, hostile activities, or other force majeure reasons and needs certification of having the valuation appraiser card, they can request the Ministry of Finance to resolve this matter.
Thus, the person granted the valuation appraiser card will not be reissued a new one but can only request certification of having the valuation appraiser card in case it is lost, burnt, or destroyed due to natural disasters, hostile activities, or other force majeure reasons.

Article 21 of Circular 34/2024/TT-BTC stipulates the management of valuation appraiser cards as follows:
Management of valuation appraiser cards
The valuation appraiser card has indefinite validity, except in cases where it is revoked according to Article 22 of this Circular.
The valuation appraiser card has legal value for registering to practice valuation in the field indicated on the card as follows:
a) The valuation appraiser card for the asset valuation sector can be registered to practice valuation of all asset types excluding enterprises and their equity capital;
b) The valuation appraiser card for the business valuation sector can be registered to practice valuation of all asset types.
- The holder of the valuation appraiser card must comply with the following regulations:
a) Not to modify, erase the surface or contents of the card;
b) Not to lease, lend or allow other organizations or individuals to use their name and valuation appraiser card for conducting valuation activities;
c) Not to use it for other purposes that are not prescribed by law.
Thus, the valuation appraiser card has legal value for practicing valuation according to the field indicated on the card, including:
(1) For the asset valuation sector card: can be registered to practice valuation of all asset types excluding enterprises and their equity capital;
(2) For the business valuation sector card: can be registered to practice valuation of all asset types.
How many points are required to be granted a valuation appraiser card?
Article 14 of Circular 34/2024/TT-BTC stipulates the conditions for issuing a valuation appraiser card as follows:
Pass mark for subjects
A passing mark for a subject is a score of 5 (five) or higher on a scale of 10 (ten).
A person registering for the asset valuation sector appraiser card exam and having taken all the required subjects according to Clause 2 Article 7 of this Circular and having achieved the pass mark according to Clause 1 of this Article shall be eligible to be issued the asset valuation sector appraiser card by the Minister of Finance or the head of the unit under the decentralization of the Ministry of Finance.
A person registering for the business valuation sector appraiser card exam and having taken all the required subjects according to Clause 3 or Clause 4 Article 7 of this Circular and having achieved the pass mark according to Clause 1 of this Article shall be eligible to be issued the business valuation sector appraiser card by the Minister of Finance or the head of the unit under the decentralization of the Ministry of Finance.
Thus, the pass mark for the exam subjects must be 5/10 points to be granted the valuation appraiser card. Additionally, the candidate must meet the condition of taking all the required exam subjects as stipulated.
Note: Circular 34/2024/TT-BTC takes effect from July 1, 2024.
